European Union Common Agricultural Policies Impact on Turkey's Agricultural Policy (2001-2023)

Abstract

Bu tez çalışması, Avrupa Birliği'nin Türkiye tarım politikasına etkilerini inceleyerek, olumlu ve olumsuz yönlerini ortaya çıkarmayı hedeflemektedir. Çalışma, Avrupa Birliği'nin kuruluş süreci, genişleme politikaları ve Türkiye'ye yönelik tarım politikalarını tarihsel bir perspektifle ele alarak başlamaktadır. Avrupa Birliği'nin tarım politikasının evrimi, ortak tarım politikası ve destek mekanizmaları gibi konular incelenmiş, Türkiye'nin bu politikalara uyum süreci ve ekonomik entegrasyonunun rolü detaylı bir şekilde analiz edilmiştir. Çalışmada, tarım sektörünün ekonomik gelişime katkısı vurgulanarak, Avrupa Birliği'nin Ortak Tarım Politikasının sadece AB ülkeleri için değil, diğer ülkelerle ticaret ilişkileri açısından da önemli olduğu belirtilmiştir. Tarım politikalarının sürdürülebilir ekonomik büyüme ve gelir güvencesi amaçlarına odaklanarak, Türkiye'nin AB ile gümrük birliği anlaşması çerçevesinde artan ekonomik entegrasyonunun Türk tarım sektöründeki etkileri vurgulamıştır. Ancak bu entegrasyonun Türk çiftçileri için fırsatlar sunarken, rekabeti artırarak zorlukları da beraberinde getirdiği belirtilmiştir. Çalışma ile, Avrupa Birliği'nin tarım politikasının Türkiye'nin tarım sektörünü şekillendiren bir faktör olduğu belirlenmiş, Türkiye'nin uyum sürecinde karşılaştığı zorluklar ve avantajlar analiz edilmiştir.This study was conducted to reveal the positive and negative aspects of the European Union by examining its effects on Turkey's agricultural policy. The study begins by discussing the establishment process of the European Union, its expansion policies and agricultural policies towards Turkey from a historical perspective. Issues such as the evolution of the European Union's agricultural policy, common agricultural policy and support mechanisms were examined, and the role of Turkey's adaptation process related to these policies and economic integration was analyzed in a detailed way. The study emphasized the contribution of the agricultural sector to economic development and manifested that the European Union's Common Agricultural Policy (CAP) is important not only for EU countries but also for trade relations with other countries. Focusing on the goals of sustainable economic growth and income security of agricultural policies, the study emphasized the effects of Turkey's increasing economic integration within the framework of the customs union agreement with EU on the Turkish agricultural sector. However, it has been stated that while this integration offers opportunities for Turkish farmers, it also brings challenges by increasing competition. Throughout the process of carrying out this study, it became clear that the agricultural policy of the European Union is a factor shaping Turkey's agricultural sector. It was also concluded that the difficulties and advantages faced by Turkey in the adaptation process should be analyzed.
