Abstract
Yerel kalkınma ve katılımcılık, çağdaĢ yönetim anlayıĢının bir gereği olarak görünmektedir. Yerel yönetimlerin rollerinin artması ve katılımcılığın iyi bir yönetim için temel göstergelerden biri halini alması ile birlikte bu konulara gösterilen önem artmıĢtır. Katılımcılık esaslı yerel giriĢimlerin ortaya çıkması da bu geliĢmelerin bir sonucu olarak değerlendirilmektedir. Van Güç Birliği Platformu buna yönelik bir örnektir. Van Güç Birliği Platformu giriĢiminde kamu sektörü ve özel sektör temsilcilerinin yanında sivil toplum aktörleri de aktif Ģekilde yer almıĢtır. Bu çalıĢmanın amacı, Van Güç Birliği Platformunu katılımcılık ve yerel kalkınma açısından araĢtırmak olarak belirlenmiĢtir. ÇalıĢmada Van Güç Birliği Platformu sürecinde yer alan aktörler ile derinlemesine görüĢmeler yapılmıĢtır. Bulgular Van Güç Birliği Platformu tarafından yürütülen çalıĢmaların belirli kiĢilere bağımlı kalınması sebebiyle sürdürülemediğini ortaya koymaktadır. ġehirdeki siyasi ayrıĢma, Van Güç Birliği Platformu çalıĢmalarının durmasındaki en önemli nedenlerden biri olarak ön plana çıkmaktadır. UlaĢılan bu sonuçlar dikkate alınarak Van Güç Birliği Platformu örneğindeki gibi katılımcılık ve yerel kalkınma odaklı giriĢimlerin farklı tarafları ortak paydada buluĢturması yönünde öneriler getirilmiĢtir.
Local development and participation seem to be a requirement of the contemporary management approach. The importance given to these issues has increased as the role of local governments has increased and participation has become one of the main indicators for good governance. The emergence of participation-based local initiatives is also considered as a result of these developments. Van Power Union Platform is an example for this. In addition to the public and private sector representatives, civil society actors also actively took part in the Van Power Union Platform initiative. The aim of this study is to investigate Van Power Union Platform in terms of participation and local development. In the study, in-depth interviews were conducted with the leading actors involved in the Van Power Union Platform process. According to the findings, the works carried out by Van Power Union Platform could not be continued due to dependence on certain people. The political disintegration in the city is one of the most important reasons that halted the work of Van Power Union Platform. Considering these conclusions reached, suggestions were made to bring different parties together on a common ground for initiatives focused on participation and local development, as in the example of Van Power Union Platform
