Söz konusu pazar, 'Emr-i bi'l ma'ruf nehy-i ânil-münker' çerçevesinde ele alınmıştır. Bu çalışmada İslam ekonomi pratiğinin bir unsuru olan, Hisbe Teşkilatının, kuruluşu, yapısı, işleyişi ve tarihsel süreci bir çerçevede ele alınmıştır. Ayrıca günümüz piyasa/pazar bozuklukları ele alınarak, hisbe anlayışı ve zihniyeti çerçevesinde tartışılmıştır. Amaç, piyasanın yüksek bir ahlak seviyesine erişebileceği bir sistemin mümkün olabileceğini ve toplumun kötü isçilikten, kötü tüccardan, kötü üreticiden, dolandırıcılıktan, stokçuluktan, karaborsacılıktan, zorbalıktan, sömürüden koruyacak bir iktisat sisteminin geçmişte nasıl uygulandığını ve bugünkü iktisadi sistemde mevcut sorunların giderilmesi için yol gösterici olup olamayacağını veya hangi ölçüde rehber olabileceği araştırmaktır. İdeal İslami ekonomik sistemde hak, adalet, ahlak, gibi değerlerin Hisbe Teşkilatı'ndaki piyasaya yansımasını ele alarak bugünün ekonomiye bir katma değer yaratılmaya çalışılmaktadır. Dünyada, hâkim ekonomik anlayış ve politikalarının insanlığa mutluluk getirmediği gerçeği zihniyet yapısının ahlaki değerler doğrultusunda değişimini gerekli kılmaktadır. Sonuç olarak, İslam ahlak ve ekonomi politikasının, zihniyet çerçevesinde tekrar ele alınması gerekliliğidir. Bu doğrultuda ekonomi politikasının da temelini oluşturabilecek alternatif maddeler sıralanmıştır.The Hisbe Organization is a structure based on the functioning of the Medina market, which was created within the framework of Islamic rules, with a moral dimension and to represent the Islamic mentality. In this study, the establishment, structure, functioning and historical process of the Hisbe Organization, which is an element of Islamic economic practice, are discussed in a framework. In addition, today's market / market disorders are discussed within the framework of the understanding and mentality of Hisba. The aim of the Hisbe Organization to be a model for today's economy is the focus of this study. The aim is to investigate the possibility of a system in which the market can reach a high level of morality and an economic system that will protect society from bad labor, bad merchants, bad producers, fraud, stockpiling, black marketeering, bullying, exploitation, and how it was implemented in the past and whether or to what extent it can be a guide to eliminate the current problems in today's economic system. In the ideal Islamic economic system, it is tried to create an added value to today's economy by addressing the reflection of values such as rights, justice, morality, etc. on the market in the Hisbe Organization. In the world, the fact that the dominant economic understanding and policies do not bring happiness to humanity makes it necessary to change the mentality structure in line with moral values. As a result, Islamic morality and economic policy need to be reconsidered within the framework of mentality.
