Darbeden sonra hazırlanan 1961 Anayasasıyla Türk Siyaseti Cumhuriyet Senatosu ile tanışmış ve 12 Eylül İhtilali'ne kadar Millet Meclisi ve Cumhuriyet Senatosu olmak üzere çift meclisli sistemle idare edilmiştir. İkinci meclisin oluşturulmasıyla, azınlığı çoğunluğa karşı korumak, anayasa ve insan haklarına aykırı kanunların çıkarılmasına engel olmak, yasama organının aşırılıktan kaçınmasını sağlamak, yasaların teknik yönden daha iyi müzakere edilip incelenmesiyle hata payını en aza indirmek amaçlanmıştır. Cumhuriyet Senatosu denetim görevi yapmak amacıyla gerekli görülmüştür. Cumhuriyet Senatosu, Genel Oyla Gelen Üyeler, Cumhurbaşkanı tarafından Seçilen Üyeler, Tabii Üyeler olmak üzere üç bölümden oluşacak yapıda düzenlenmiş bir meclistir. Tezin konusunu Van ilinden genel oyla seçilen üyeler oluşturmaktadır. Genel oy sistemine göre seçilen 150 senatör ile ikinci meclisin demokratik olması amaçlanmıştır. Esas itibariyle 19 toplantı yılı içerisinde Van Senatörlerinin faaliyetlerini konu alan bu tez çalışmasında Türkiye'de parlamentonun Cumhuriyet Senatosunun kuruluş süreci ve gelişim süreci de ana hatlarıyla ortaya konulmuştur. 1961 ve 1980 yılları arasında 19 yıllık süreçte Cumhuriyet Senatosunda Van'ı üç senatör temsil etmiştir. Bu üyeler Faruk Işık, Ferit Melen, Fevzi Kartal'dır. Cumhuriyet Senatosunda bulunan senatörler Senatoda farklı konularda yaptıkları konuşmalar, verdikleri soru önergeleri ve katıldıkları oylamalar ile düşüncelerini açıklamışlardır. Senatörler yer aldıkları komisyonlarda da görevlerini yerine getirmişlerdir. With the 1961 Constitution prepared after the coup, Turkish Politics met with the Senate of the Republic and was governed by a bicameral system, including the National Assembly and the Senate of the Republic, until the September 12 Revolution. With the establishment of the second parliament, it was aimed to protect the minority against the majority, to prevent the enactment of laws against the constitution and human rights, to ensure that the legislature avoids extremism, and to minimize the margin of error by better negotiating and examining the laws in technical terms. The Senate of the Republic was deemed necessary in order to carry out its audit duty. The Senate of the Republic is an assembly organized in a structure that will consist of three parts: Members Coming by General Voting, Members Elected by the President, and Natural Members. The subject of the thesis consists of members elected by general vote from the province of Van. With 150 senators elected according to the universal suffrage system, the second assembly was aimed to be democratic. In this thesis study, which mainly deals with the activities of the Van Senators in 19 meeting years, the establishment process and development process of the parliament of the Republic of Turkey, the Senate, has also been outlined. During the 19-year period between 1961 and 1980, three senators represented Van in the Senate of the Republic. These members are Faruk Işık, Ferit Melen and Fevzi Kartal. Senators in the Senate of the Republic expressed their opinions in the Senate with the speeches they gave on different subjects, the parliamentary questions they gave and the votes they participated in. Senators also fulfilled their duties in the commissions they took part in.
