Turkey-Iran Relations During the Period of Justice and Development Party Governments (2002-2015)
Abstract
Adalet ve Kalkınma Partisi, çok partili Türk siyasi hayatında en uzun süredir tek başına iktidarda olan ve 21.yüzyılın başında Türkiye'nin iç ve dış siyasetine hakim bir partidir. Bu bağlamda, izlenen dış politika, Türkiye'nin yakın çevresi ve Türk siyasi tarihi açısından kendi başına incelenmesi gereken bir dönemdir. Çalışmanın konusu olan dönemin en önemli alanlarından biri, Türkiye'nin nüfus ve alan bakımından (karadan) en büyük komşusu olan ve tarihsel olarak rekabet, işbirliği ve çatışma ilişkileri içinde olduğu İran ile olan ilişkilerdir. İran, Türkiye'den sonra en fazla Türkçe konuşan nüfusa sahip ülkelerden ve bölgedeki en önemli enerji devlerinden biri olarak ideolojik ve jeopolitik konumu gibi öncelikli nedenlerden dolayı Türkiye'nin diğer komşularından çok farklı bir yere sahiptir. Bu çalışmada, Adalet ve Kalkınma Parti'nin tek başına iktidarda olduğu 13 yıl boyunca Türkiye'nin İran'la ilişkileri stratejik, ekonomik ve jeopolitik bir bakış açısıyla incelenmeye çalışılmıştır. Adalet ve Kalkınma Partisi'nin siyasi geleneğinin İran'a yaklaşımından ve dönemin başındaki ilişkilerin genel atmosferinden Suriye iç savaşına ve nükleer krize kadar birçok konuya değinilecektir.
The Justice and Development Party has been in power alone for the longest time in multiparty Turkish political life, and is the 21st largest party in the country.it is a party that dominated Turkey's domestic and foreign politics at the turn of the century. In this context, the foreign policy followed is a period that should be examined in its own right from the point of view of Turkey's immediate environment and Turkish political history. One of the most important areas of the period that is the subject of the study is the relations with Iran, which is Turkey's largest neighbor in terms of population and area (by land) and has historically been in relations of competition, cooperation and conflict. Iran, Turkey, most Turkish-speaking population being one of the countries in the region to be one of the most important energy giants, ideological, and for reasons very different from other neighbors, such as Turkey's geopolitical position has priority. In this study, during the 13 years that the AK Party was in power alone in the parliamentary regime, Turkey's relations with Iran were examined from a strategic, economic and geopolitical point of view. From the approach of the Justice and Development Party's political tradition to Iran and the general atmosphere of relations at the beginning of the period, to the Syrian Civil War and the nuclear crisis, many issues will be discussed.
