Abstract

Para ilk olarak tapınaklarda el değiştirmeye başlamıştır. Böylece ilkel anlamda ilk bankacılık hareketleri de buralarda başlamıştır. Tapınak bankacılığı olarak başlayan bu süreç zamana değişim ve dönüşüme uğrayarak paranın değişim yeri olmaktan çıkmış ve önce bankerler eliyle değişen para daha sonraları ilk kez Avrupa'da kurulacak olan ilk modern bankalarda işlem görmeye başlamıştır. XIX. yy. da Avrupa'nın etkisindeki Osmanlı'da da bankacılık alanında benzer süreçler yaşanmış ve para önce bankerler eliyle değişirken sonra modern anlamda bankalarda işlem görmeye başlamıştır. Milliyetçilik hareketleri ülkenin finansal alanına da etki etmiş ve ulusal bankaları doğurmuştur. İlk örneklerini Osmanlı Devleti'nin son dönemlerinde gördüğümüz ulusal bankalar Cumhuriyetle birlikte daha da ivme kazanarak gelişimini sürdürmüştür. İşte bu ulusal bankalardan biri olan Emlak ve Eytam Bankası ülkenin imar işlerini finanse edecek bir kurum olarak doğmuştur. Böyle bir kurum olarak doğmasının nedeni ise büyük savaşlardan yeni çıkan ülkenin harabeye dönen imari yapısıdır. Devlet eliyle kurulan bu bankanın amacı ipotek karşılığı emlak üzerine kredi vererek ülkenin imar işlerine yardımcı olmak ve yetim haklarını koruyarak bunların lehine faiz vermektir. Yirmi milyonluk bir sermaye ile kurulan bu banka sermayesinin el verdiği ölçüde ülkenin imar işlerine yardımcı olmuştur. Ancak bu mütevazı sermayesi bankanın ülkenin her tarafına yetişmesine engel teşkil etmiştir. Buna rağmen banka yine de büyük başarılara imza atmıştır. Cumhuriyetten önce imar alanında kredi verecek devlet eliyle kurulmuş olan bir kurum yoktu, yetim haklarının korunması konusunda ise yetersiz kalmakla birlikte Eytam Sandıkları mevcuttu. Cumhuriyetle birlikte bu boşluğun doldurulması ihtiyacı hissedildi ve Emlak ve Eytam Bankası kuruldu. Bu bankanın kurulmasıyla hem emlak üzerinden para akışı sağlanacak hem de Eytam Sandıkları'nın bankaya bağlanmasıyla yetim hakları daha iyi korunabilecek ve bu alandaki yetersizlikler de ortadan kalkacaktı.
