Evaluation of Trb2 Region Van Province Textile Industry Sector Within the Scope of Attraction Centers Program as a Policy Tool in Regional Development

Abstract

TRB2 Bölgesi Van, Muş, Bitlis, Hakkâri illerini kapsamaktadır. Bu bölge, ülke geneline oranla genç nüfus ve işsizlik oranlarının oldukça yüksek olduğu bir bölgedir. TRB2 Bölgesinin tek büyükşehiri olan Van iline: Büyüme kutupları teorisinin Türkiye Cumhuriyeti şartlarındaki uygulaması olan Cazibe Merkezlerini Destekleme Programı (CMDP) kapsamında tekstil sektöründe önemli yatırımlar yapılmıştır. Bunlar: 2012 yılında ''Tekstilkent'' projesi ve Doğu Anadolu Kalkınma Ajansı tarafından 2018 yılından itibaren yürütülen 'Van Tekstil ve Hazır Giyim OSB Altyapı Projesi' ile 22 tekstil firması devlet destekli bölgesel teşvikler ile kurularak üretime başlamıştır. Bu tezin amacı 2012 tarihinden itibaren Cazibe merkezleri kapsamında Van kentinde planlı tekstil kümelerinin; ürün ve işgücü (nitelik ve nicelik), Ar-Ge ve inovasyon durumu, üretim organizasyonu, tedarik ve pazarlama, sürdürülebilir çevresel yaklaşımlar, yer secimi karaları ve firma stratejisi ve rekabet açısından mevcut durum değerlendirilmesi yapılarak bunların güncel mevcut durumunu ortaya koymak ve yapılan yarı yapılandırılmış görüşmelerden elde edilen verileri gerekli yöntem ve programlar ile analiz ederek öneriler sunmaktır. Yapılan literatür taraması ve yarı yapılandırılmış görüşme formu çalışmaları ile Van tekstil sektörü için güçlü yönler, zayıf yönler, fırsatlar ve tehditler belirlenmiştir. Sonuç olarak Van'da, Cazibe Merkezlerini Destekleme Programı (CMDP) kapsamındaki tekstil sektörünün gerekli parametreler dâhilinde güncel mevcut durumu ortaya koyulmaktadır. TRB2 Bölgesinde yapılan bu çalışma ilk olma özelliğinin yanında sonraki çalışmalara da referans gösterilebilecektir.TRB2 Region covers the provinces of Van, Muş, Bitlis and Hakkari. This region has a young population and high unemployment rates compared to the country as a whole. Van is the only metropolitan city of TRB2 Region: Significant investments have been made in the textile sector within the scope of the Centers of Attraction Support Program (CMDP), which is the application of the growth poles theory under the conditions of the Republic of Turkey. These are: In 2012, with the 'Tekstilkent' project and the 'Van Textile and Ready-to-Wear OIZ Infrastructure Project' carried out by the Eastern Anatolia Development Agency since 2018, 22 textile companies were established with state-supported regional incentives and started production. The aim of this thesis is to reveal the current current situation of the planned textile clusters in the city of Van within the scope of Attraction Centers since 2012 in terms of product and workforce (quality and quantity), R&D and innovation status, production organization, supply and marketing, sustainable environmental approaches, location decisions and company strategy and competition, and to present suggestions by analyzing the data obtained from semi-structured interviews with the necessary methods and programs. Strengths, weaknesses, opportunities and threats have been identified for Van textile sector through literature review and semi-structured interview form studies. As a result, the current current situation of the textile sector in Van within the scope of the Attraction Centers Support Program (CMDP) is revealed within the necessary parameters. This study, which is the first of its kind in the TRB2 Region, will also be a reference for future studies.
