Abstract

Digitalization allows citizens to access many public services without the disadvantages of time and space. However, the content and scope of these services are at least as important. The public value created by accessible information or data is valuable if it serves an open and transparent management. Yes, digitalization in the wide sense contains many advantages besides transparency and accountability. But in this paper, the positive or negative impact of digital content determined by national and/or local policies in public administration on the structure of an ethical, democratic, and open society will be discussed. Intensive literature review and observation techniques were preferred as methods in the article. © 2025 Nova Science Publishers, Inc. All rights reserved.
