Presidential System and Applicability in Turkey

Abstract

Bu çalışmada, hükümet sistemleri ile Türkiye?de uzun yıllardır devam eden, sistem değişikliği ve başkanlık sistemi tartışmaları incelenmektedir. Başkanlık sisteminin, Türkiye için uygulanabilir olup olmadığı ya da ülkede parlamenter sistem içerisinde kalmak suretiyle sorunların çözülüp çözülemeyeceği çalışmanın temel sorunsalıdır. Hükümet sistemlerinin neler olduğu, kuvvetler ayrımına dayanan hükümet sistemlerinin tarihsel süreci, Türkiye?de parlamenter sistemin tarihsel gelişimi anayasalar esas alınarak analiz edilmektedir, Türkiye?de hükümet sistemi değişikliği tartışmalarına, sistem değişikliğinin maliyetine ve son olarak başkanlık sisteminin uygulanması durumunda doğabilecek muhtemel sonuçlara da bu çalışmada değinilmektedir.
