Abstract
Kamu idarelerini daha etkin ve verimli kılmayı amaçlayan, hesap verebilir nitelikte, mali sorumluluk taşıyan, dünyadaki değişimlere sadece kendi algısıyla değil katılımcı bir yaklaşımla ayak uyduran bir niteliğe sahip stratejik planlar 2003 yılında yürürlüğe giren 5018 sayılı 'Kamu Mali Yönetimi ve Kontrol Kanunu' ile yasal bir zemine oturtulmuştur. Bu kanun ile kamu idarelerine ve bu çalışmanın konusu büyükşehir belediyelerine stratejik plan hazırlamaları yükümlülüğü getirilmiştir. 2012 yılında yürürlüğe giren 6360 sayılı Kanun'la ile Van ili, büyükşehir belediyesi statüsüne kavuşmuştur. Büyükşehir statüsü ile beraber Van ilinin idari ve mülki sınırları örtüşmüş ve ilgili belediyenin görevleri, hizmet kalemleri ve sınırları artmıştır. Bu çalışma kapsamında Van Büyükşehir Belediyesinde kaynakların verimli ve etkin kullanılıp kullanılmadığının ve stratejik planlama kapasitesine sahip olunup olunmadığının incelenmesi yapılmıştır. Bu çerçevede örnek olay (vaka) olarak hizmet alanı büyüyen Van Büyükşehir Belediyesinin 2015-2019 ve 2020-2024 yıllarına dair stratejik planları araştırılmıştır. Araştırma kapsamında literatür taraması gerçekleştirilmiş, alandaki eserler ve makaleler incelenmiş ve stratejik plan hazırlama kılavuzları önderliğinde söz konusu iki stratejik plan analiz edilmiştir. Araştırmanın Van Büyükşehir Belediyesi özelinde ve diğer kamu kuruluşları genelinde daha etkin ve verimli stratejik planlama sürecine katkı sunması beklenmektedir.
Strategic plans that aim to render public administrations more effective and efficient, of an accountable nature, carrying financial responsibility, keeping up with the changes in the world not only with its own perception, but with a participatory approach were established on a legal ground with the 'Public Financial Management and Control Law' No 5018 that entered into force in 2003. By this law, public administrations and metropolitan municipalities, which is the subject of this study, were imposed the obligation to prepare strategic plans. With the Law No 6360 that entered into force in 2012, Van province gained metropolitan municipality status. Together with the metropolitan municipality status, the administrative and territorial borders of Van province overlapped and the duties, service items and borders of the municipality increased. In scope of this study, it was examined whether resources are used efficiently and effectively at Van Metropolitan Municipality and whether the Municipality has strategic planning capacity. In this framework, strategic plans for 2015-2019 and 2020-2024 of Van Metropolitan Municipality, whose service area grew, were investigated as the case study. Literature review was performed, the works and articles in the field were reviewed and the two strategic plans in question were analysed in the light of strategic plan preparation manuals in scope of the research. The research is expected to contribute to the process of more effective and efficient strategic planning for Van Metropolitan Municipality specifically and other public organisations in general.
