Investigaton of the Amounts of Support for Agricultural Equipments and Machineries in the East Anatolia Region

Abstract

Tarımsal üretimde karlılığı doğrudan etkileyen tarım alet makine desteklemelerin bilinçli ve planlı bir şekilde yapılması tarımsal üretime büyük katkı sağlayacaktır. Tarımsal yapı ve tarımsal ürün desenlerinin farklı olmasından kaynaklı olarak mevcut destekleme politikaların tüm ülkede aynı şekilde uygulanması desteklemelerin etkin bir şekilde uygulanmasına engel olmaktadır.Bu çalışmayla Türkiye ve Doğu Anadolu Bölgesinin 14 ilinde 2003?2009 yılları arasında ödenen tarımsal destekleme tutarları ve 2004?2009 yılları arası ödenen tarım alet makine destekleme tutarları incelenmiştir.Türkiye'nin ve Doğu Anadolu bölgesinin 2003?2009 yılları arası yapılan tarımsal destekleme tutarları değişim seyri basit ve zincirleme endeksler ve trend analizi yardımıyla açıklanmıştır. Reel değerlerin trend değerlerine oranlanmasıyla tarımsal desteklemelerin hangi yıllarda normalin üzerinde seyrettiği belirlenmiştir. Doğu Anadolu Bölgesinde 20.401 bin TL tarım alet makine destekleme tutarı ödemesi yapılmıştır. Doğu Anadolu Bölgesi'nde 2004?2009 yılları arasında yapılan toplam alet makine destekleme tutarlarının sabit fiyatlarla yıllık ortalama artış hızı %25.45 olarak gerçekleşmiştir. İncelenen dönemde alet makine destekleme tutarlarının 2004, 2005, 2007 ve 2008 yılları normalin üstünde yer alırken 2006, ve 2009 yılları normalin altında kalmıştır.Anahtar kelimeler: Doğu Anadolu Bölgesi, Tarım Alet ve Makine, Tarımsal Destekleme

Distribution of the supports for agricultural equipments and machineries which affect directly agricultural production in a conscious and planned way will contribute to agricultural production. Since the support policies practiced in the same manner throughout the country, it prevents to distribute the supports effectively.In this study, the amounts of agricultural support distributed between 2003?2009 in 14 cities in Turkey and East Anatolia Region and also the amounts of support for agricultural equipments and machineries distributed between the years 2004?2009 have been investigated.Change course of the amounts of agricultural supports of East Anatolia Region between the years 2003?2009 is explained with the help of basic and chaining indexes and trend analysis. The proportion of reel values with trend values determined in which years agricultural supports exceed the normal values. In East Anatolia Region, 20.401.000 TL support for agricultural equipments and machineries has been paid. The amounts of total support for agricultural equipments and machineries of East Anatolia Region between the years 2004?2009 increased 25,45 % with annually fixed prices. While the amounts of support for agricultural equipments and machineries in the years 2004, 2005, 2007 and 2008 exceed the normal values, the amounts of 2006 and 2009 have been under the normal values.Key Words: East Anatolia Region, Agricultural Equipments and Machineries, Agricultural Support
