Abstract
16 Nisan 2017 tarihinde halkoyuna sunularak kabul edilen anayasa değişikliği ile Türkiye'de uygulanan hükûmet sisteminde değişiklik yapılarak, Cumhurbaşkanlığı hükümet sistemine geçilmiştir. İttifak düzenlemesiyle getirilen yeniliklerden partilerin seçimlere ittifak yaparak girmelerine imkân sağlanması olumlu bir gelişmedir. İttifak yapan siyasi partilerin ülke geneli seçim barajı için ittifakın toplam oyları ile hesaplanması da aynı şekilde olumlu bir gelişme olup, yüksek seçim barajı engelinin siyasi partilerin elbirliği ile aşmaları bağlamında temsilde adalet ilkesine de aykırılık taşımamaktadır. Yeni hükümet sisteminin hayata geçmesiyle sonuçlanan; bu sürecin dünyada yaşanan yürütme erkinin giderek yasama erkinden bağımsızlaştırılması eğilimine de uygun olarak işlediği düşünülmektedir. Sistemin başarılı olup olmayacağını zaman gösterecektir. Bu konunun anlaşılabilmesi için yeni hükümet sisteminde siyasal partilerin nasıl şekil alacağı ve parti sistemi yapısının nasıl etkileneceği önem kazanmaktadır. Nitekim Türkiye'nin geçmişinde yer alan siyasal sistem sorunları hükümet sistemi ile ilişkili olduğu gibi, parti sistemiyle de ilişkilidir.
With the adoption of constitutional amendment by holding a referendum on, on April 16, 2017 that made changes in the government system in Turkey, presidential government system was initiated. It is a positive development that the innovations brought by the alliance regulation allow parties to enter the elections through an alliance. It is also a positive development that the alliance political parties are calculated with the total votes of the alliance to the country-wide election threshold, and it does not contradict the principle of justice in representation in the context of the unanimity of the political parties to overcome the barrier of the high election threshold. This process, which resulted in the implementation of the new government system, is thought to be in line with the trend of increasing the executive power in the world. Time will tell if the system will be successful or not. In order to understand this issue, how the political parties will take shape in the new government system and how the structure of the party system will be affected becomes important. Indeed, the political system problems Situated in Turkey's history as it relates to the government system, is also associated with the party system.
