A Research on the Management Model and Manner of Application of Trusteeship Administration: the Example of Van Edremit Municipality

Abstract

İnsan yaşamının olduğu her yerde yöneten-yönetilen ayrımının varlığı ve evrenselliği her ne kadar elit teoriye dayansa da her alanda bilim insanı tarafından göz ardı edilemez bir gerçek olarak kabul edilmiştir. Bu olgudan hareketle yöneten-yönetilen arasında oluşan doğal çatışma durumu kaçınılmaz olmakla birlikte toplumu her yönden etkileyecek sonuçları da beraberinde getirmektedir. Hatta Aristoteles'e göre devletin kuruluşu bu çatışmaya ve diğer bazı pratiklere dayanmaktadır. Devlet aygıtının tanımlanmasıyla yaşıt olduğunu varsayacağımız bürokrasi kavramı da ayrılmaz bir mütemmim cüz olarak devlet aygıtının yanında yerini almakta, antik dönemden beri insanoğlunun hayatında var olan demokrasi kavramı ise modern devletlerin yönetim biçimi olarak büyük bir iltifat görmektedir. Devlet ve bürokrasi ile beraber demokrasi tartışmaları da yüzyıllardır devam etmekte ve demokrasinin sorunları ve paradoksları insanoğlundan gördüğü tüm bu iltifata rağmen canlılığını korumaktadır. Bu çalışmanın amacı, kayyım uygulaması olarak ifade edilen literatürdeki sıra dışı hallerin demokrasi içerisinde değerlendirilip-değerlendirilemeyeceğini tartışmak ve Van/Edremit Belediyesi'ne 2016 yılı eylül ayında yapılan kayyım atamasının yereldeki algısını ölçmektir. Söz konusu algıyı ölçmek amacıyla 2017 ve 2018 yılları arasında Edremit'te yaşayan 18 yaş üzere bireylerden oluşan yaklaşık 2100 kişilik bir örnekleme anket uygulanmıştır. Kayyıma yönelik algı cinsiyet, yaş, eğitim durumu ve mahalle gibi bağımsız değişkenler üzerinden analiz edilmiştir.

The existence and universality of the ruling-governed division wherever human life exists is regarded as an indispensable fact by scientists in every field, although it is based on elite theory. Based on this fact, the usual conflict situation between the ruling and governed ones is inevitable, but it also brings with it results that will affect the society in every way. In fact, according to Aristotle, the foundation of the state is based on this conflict and some other practices. The concept of bureaucracy, which we can assume is the same with the definition of the state device, is an indispensable element of the state apparatus, and the concept of democracy, which has existed in the life of mankind since ancient times, sees a great compliment as the mode of administration of modern states. Democracy debates, along with the state and bureaucracy, have been lasting for centuries, and the problems and paradoxes of democracy remain alive despite this entire compliment it has seen from mankind. The aim of this study is to discuss whether extraordinary situations in the literature expressed as trustee practice can be evaluated within democracy and to measure the local perception of the trusteeship administration to Van / Edremit Municipality in September 2016. In order to measure the perception for the question, a survey was applied to almost 2100 people, aged over 18 and living in Edremit between 2017 and 2018. Perception of trustee was analyzed through independent variables such as gender, age, educational background and neighborhood.
