Reform Proposals To the United Nations Security Council: an Analysis From Turkey's Perspective

Abstract

Uluslararası Hukukun temelini oluşturan Birleşmiş Milletler (BM) İkinci Dünya Savaşı sonrasında uluslararası barış ve güvenliğin sağlanması amacıyla kurulmuş küresel bir örgüttür. Kurulduğunda 51 üyesi olan BM günümüzde 193 üye devletle beraber en kapsamlı uluslararası örgüttür. BM'nin en önemli organlarından biri olan Güvenlik Konseyi uluslararası barış ve güvenliğin sağlanmasından sorumludur. Örgütün temel amacı konusunda birincil sorumlu olan bu organın yapısı BM'nin kuruluşundan itibaren tartışılagelmiştir. Güvenlik Konseyi'ndeki daimî üyelik ve veto yetkisi Konseye yönelik reform taleplerinin temel nedenleri olmuştur. Bu çalışma BM Güvenlik Konseyi'ne yönelik reform çağrılarının Türkiye perspektifinden bir analizini yapmayı amaçlamaktadır. Türkiye uluslararası barış ve güvenliğin korunması amacıyla kurulmuş olan BM'nin beş daimî ülkenin hakimiyetinde olduğunu ve bu nedenle dünyada yaşanan krizlere karşı etkin politikalar üretemediğini öne sürmektedir. Türkiye'nin reform çağrılarının mottosu son yıllarda Cumhurbaşkanı Recep Tayyip Erdoğan'ın 'dünya beşten büyüktür' söylemi olmuştur. Bu çalışma temel olarak Türkiye'nin reform önerilerinin diğer ülkelerin reform önerilerine kıyasla daha sürdürülebilir ve kapsamlı olduğunu ileri sürmektedir.

The United Nations, which is the basis of international law, is a global organization established to ensure international peace and security after the Second World War. Today, The UN is the most comprehensive international organization, with 193 member states. The Security Council, one of the most important organs of the organization, is responsible for ensuring international peace and security. The structure of the Council, which is primarily responsible for the main purpose of the organization, has been discussed since the establishment of the UN. Permanent membership and veto power in the Security Council has been the main reasons for the reform demands of the Council. This study aims to make an analysis of the reform calls for the UN Security Council from the perspective of Turkey. Turkey has claimed that the Security Council, which was established to protect international peace and security, is dominated by five permanent members and therefore organization cannot produce effective policies against the crises in the world. President Recep Tayyip Erdogan's rhetoric: 'the world is bigger than five' has been the motto of calls for reform in Turkey. This study argues that compared to the other countries reform proposals, Turkey's reform proposals are more sustainable and comprehensive.
