Biological Threats in Global Security: an Analysis Within the Pramework of the Covi̇d-19 Pandemic

Abstract

Biyolojik tehditler küresel güvenlik açısından oldukça önemli bir yere sahiptir. Bu çalışmada temel amaç küresel güvenliği tanımlamak, küresel güvenlik çeşitlerini açmak, biyolojik tehditlerle oluşan yeni güvenlik algısını ortaya koymaktır. Bu amaçla güvenlik kavramı ele alınarak tarihsel süreç içerisindeki gelişimi, uluslararası ilişkiler disiplinindeki yeri ve güvenlik boyutları ele alınmıştır. Ayrıca çalışma kapsamında küresel güvenlik ve biyolojik tehdit konusuna yönelik görüşler sunulmuştur.Çalışma kapsamında sağlık ve güvenlik arasındaki mevcut tek yönlü ilişkinin güvenlik ve kalkınma politikasının küresel sağlığa fayda sağlayabilmesi için tersine çevrilmesi gerekliliği ortaya konulmuştur. Bu da uzun vadede küresel pandemilerin devlet güvenliğine yönelik tehdidi azaltacağını ortaya koymaktadır.

Biological threats have an important place in terms of global security. The primary purpose of this study is to define global security, explain the types of global security, and reveal the new perception of security created by biological threats. For this purpose, the concept of security is discussed, and its development in the historical process, its place in the discipline of international relations, and security dimensions are discussed. In addition, within the scope of the study, opinions on global security and biological threat were presented. Within the scope of the study, the necessity of reversing the existing one-way relationship between health and safety has been revealed for security and development policy to benefit global health. This suggests that global pandemics will reduce the threat to state security in the long run.
