Abstract
Türkiye, uzun bir dönemdir öğretmenlerinin niteliklerinin artması için bir arayış içerisindedir. Söz konusu bu arayış öğretmen eğitiminin de istikrarlı bir yörüngeye oturma çabasının zorluklarını doğal olarak kendi içerisinde barındırmaktadır. Bu çaba çerçevesinde eğitim camiası son dönemde mevcut öğretmen kadrosunun niteliğini artırmak için daha derin bir arayış içerisine girmiştir. Hizmet içi eğitimler bağlamında mevcut çalışan öğretmenlerin niteliklerini artırmak ülkenin geleceği adına oldukça önemli görülmektedir. Bu çerçevede, bu araştırmanın temel amacı öğretmenlerin, mesleki gelişim için gerçekleştirilen hizmet içi eğitim çalışmalarının öğretmen niteliğine olan etkisi hakkındaki görüşlerini ortaya çıkararak bir durum değerlendirmesi gerçekleştirmektir. Türkiye'nin, 2023 ve daha ileri hedeflerine ulaşabilmesi ve toplumda yaşanan problemlerin azaltılabilmesi için öğretmen kalitesinin çağın ihtiyaçlarına ve ülkenin kendi iç dinamiklerine uygun bir şekilde artırılması önemlidir. Bunun için de öğretmenlerin mesleki gelişimleri için yapılan hizmet içi eğitim çalışmalarının niteliği hakkında bir durum değerlendirmesi yapılmasının faydalı olacağı düşünülmüştür. Araştırma, nitel araştırma yöntemlerinden biri olan durum çalışması deseni ile gerçekleştirilmiştir. Veri toplama süreci görüşme yöntemi kullanılarak sürdürülmüştür. Yarı yapılandırılmış görüşme formu veri toplama aracı olarak kullanılmıştır. Araştırmanın çalışma grubunu teşkil eden 15 öğretmen, ölçüt ve maksimum çeşitlilik örneklemeleri kullanılarak belirlenmiştir. Veri analizinde, içerik analizi tekniği kullanılmıştır. Araştırmanın bulgu ve sonuçlarında; Türkiye'deki öğretmen profilinin niteliğinin artması için hem öğretmenlerin hem de eğitim örgütlerinin sorumluluk alması gerektiği, gerçekleştirilen hizmet içi eğitimlere yönelik önemli reformlar yapılması gerektiği, reformların gerçekleşmesinin önündeki engellerin aşılmasının elzem olduğu sonuçlarına ulaşılmıştır. Turkey has been in search of increasing the qualifications of its teachers for a long time. This quest naturally includes the difficulties of the effort of teacher education to settle on a stable trajectory. Within the framework of this effort, the education community has recently been in a deeper search to increase the quality of the existing teacher staff. In the context of in-service training, increasing the qualifications of current working teachers is considered very important for the future of the country. In this framework, the main purpose of this research is to carry out a situation assessment by revealing the opinions of teachers about the effect of in-service training activities for professional development on the quality of teachers. It is important to increase the quality of teachers in accordance with the needs of the age and the country's own internal dynamics in order for Turkey to reach its goals for 2023 and beyond and to reduce the problems experienced in the society. For this, it was thought that it would be useful to make a situation assessment about the quality of in-service training activities for the professional development of teachers. The research was carried out with the case study pattern, which is one of the qualitative research methods. The data collection process was carried out using the interview method. A semi-structured interview form was used as a data collection tool. The 15 teachers constituting the study group of the research were determined by using criterion and maximum diversity sampling. Content analysis technique was used in data analysis. In the findings and results of the research; It has been concluded that in order to increase the quality of the teacher profile in Turkey, both teachers and educational organizations should take responsibility, that important reforms should be made regarding in-service training, and that it is essential to overcome the obstacles in front of the realization of the reforms.
