Energy Competition as a Security Problem: the Case of the Eastern Mediterranean

Abstract

Enerji güvenliği, hem üretici ve tüketici hem de enerji kaynaklarının geçiş güzergâhları üzerinde olan devletler için hayati öneme sahiptir. 21. yüzyılda devletler arasında siyasi ve ekonomik bağımlılığın derinleştiği bir süreçte, enerji güvenliği çok önemli bir kavram haline gelmiştir. Dünyada tüketim toplumlarının modern hale gelmesinin ardından enerji, gittikçe önemi artan ekonomik sistemler için vazgeçilmez bir unsur haline gelmiştir. Enerjinin oldukça önemli bir faktör olmasının temel nedeni, enerji kavramı ile güvenlik arasında kurulan bağlantıdır. Bu çalışma; devletler ve diğer uluslararası aktörler arasında enerji alanında her geçen gün artan rekabetin, bir uluslararası güvenlik sorunu oluşturma olasılığını Doğu Akdeniz bağlamında analiz etmeyi amaçlamaktadır. Tezde ilk olarak güvenlik kavramının Güvenlik Çalışmaları ve Uluslararası İlişkiler disiplini çerçevesinde geçirdiği değişim ve dönüşüm süreçleri ortaya konmuş ve başlıca Uluslararası Güvenlik sorunları ele alınmıştır. İkinci olarak, enerji güvenliği kavramı farklı boyutları üzerinden tanımlanmıştır. Üçüncü olarak ise tezin odak noktasını oluşturan enerji alanındaki rekabetin günümüzde devletler arasında bir uluslararası güvenlik sorunu oluşturabilme potansiyeli, Doğu Akdeniz ve Doğu Akdeniz'de keşfedilen hidrokarbon kaynakları örneği üzerinden incelenmiştir. In the 21st century, in a process of deepening political and economic dependence between states, energy security has become a very important concept. After the modernization of consumer societies in the world, energy has become an indispensable element for increasingly prominent economic systems. The main reason why energy is a very significant factor is the connection established between the concept of energy and security. This study aims to analyze the possibility of increasing competition in the field of energy among states and other international actors to create an international security problem in the context of the Eastern Mediterranean. In the thesis, firstly, the change and transformation processes of the concept of security within the framework of Security Studies and International Relations discipline are revealed and the main international security problems are discussed. Secondly, the concept of energy security has been defined through its different dimensions. Thirdly, the potential of competition in the energy field, which is the focus of the thesis, to create an international security problem among states today, has been examined through the example of hydrocarbon resources discovered in the Eastern Mediterranean and the Eastern Mediterranean.
