Investigation of the Applicability of the Japanese Lean Manufacturing Model To the Public Space: the Example of Population and Citizenship Procedures

Abstract

İsrafın önüne geçilmesi ve kaynakların verimliliğini hedefleyen 'Yalın Üretim' tekniği gerek işletmelerde gerekse kamusal alanda kullanılan bir yöntemdir. Özellikle günümüzde kaynakların doğru kullanımı büyük önem arz etmekte olup, gelecekte öneminin daha da artacağı beklenmektedir. İster işletmeler olsun isterse devletler olsun ancak kaynakları etkin, verimli ve etkili kullandıkları ölçüde, varlıklarının devamını sağlayabileceklerdir. Yalın Üretim tekniğinden istifade ederek kamusal alandaki insan gücü israfının önlenebileceği, tasarruf sağlanan iş gücünün de, ihtiyaç duyulan/yeterince karşılanamayan eğitim, adalet, sağlık vb. farklı kamusal alanlara kaydırılabileceği değerlendirilmektedir. Değerlendirmenin uygulanabilirliği açısından Nüfus ve Vatandaşlık İşlemlerinde yürütülen hizmetlerin 'Yalın Üretim' tekniğiyle sadeleştirilmesi ve iş gücü tasarrufunun sağlanabileceği tezi ortaya konmaya çalışılacaktır.

The 'Lean Production' technique, which aims to prevent waste and the efficiency of resources, is a method used both in businesses and in the public sphere. Especially today, the correct use of resources is of great importance and it is expected that its importance will increase in the future. Whether they are businesses or states, they will be able to maintain their existence only to the extent that they use resources effectively, efficiently and effectively. By utilizing the Lean Production technique, the waste of manpower in the public sphere can be prevented, and the labor force that is saved is also provided for education, justice, health, etc. It is considered that it can be shifted to different public spaces. In terms of the applicability of the evaluation, it will be tried to put forward the thesis that the services carried out in Population and Citizenship Transactions can be simplified with the 'Lean Production' technique and labor savings can be achieved.
