An Assessment on Women's Representation in Turkish Foreign Policy

Abstract

Dış politika var olduğu tarihten bu yana, devleti odak noktası belirleyerek gelişmiş ve devlete ait güç, egemenlik, savaş, güvenlik gibi kavramlar erkeklerle ilişkilendirilmiştir. Bu nedenle dış politika; cinsiyete dayalı ayrımcılığın yoğun olarak hissedildiği ve kadınların karar alma mekanizmalarında aktif rol alamadığı alanlardan biridir. Toplumsal hayatta pekiştirilen cinsiyetçi normların her alanda olduğu gibi dış politika alanındaki yansımaları da kadınlar aleyhine sonuçlar doğurmaktadır. Çoğunlukla sadece erkeklerin egemen olduğu, erkek egemen değerlerin ön planda tutulduğu, kadınların ve feminen değerlerin ise arka plana atıldığı dış politikada tarihsel sürece de bakıldığında, çok az sayıda kadının yer aldığı gözlemlenmiştir. Ancak bu kadınların çoğu da maskülen nitelikli politikalar izlemiştir. Dolayısıyla eril bir yapıya sahip olan dış politika, var olan az sayıdaki kadın aktörü de kendi maskülen karakterine dönüşmeye zorlamaktadır. Kadınların diplomaside öncü rol oynayamamalarının ardındaki nedenleri ve kadın temsilinin mevcut durumunu Türk siyaset kültürü bağlamında değerlendirmeyi amaçlayan bu tezde; siyasi alana egemen olan erkeksi yapının kadınlar ve dış politika arasında ne gibi sorunlar yarattığı, kadın siyasetçi ve diplomat örneklerinden hareketle tartışılarak egemen erkeklik içinde kadının mevcut siyasi katılım sorununun çözümüne yönelik bir değerlendirme yapılmaktadır.

Since its existence, foreign policy has developed by determining the focal point of the state and concepts such as power, sovereignty, war and security belonging to the state have been associated with men. Therefore, foreign policy is considered to be one of the fields where discrimination based on gender is felt intensely and women cannot participate actively in decision-making mechanisms. The reflections of gender norms are reinforced in social life in the field of foreign policy, as in every field, have negative consequences for women. Looking at the historical process, it has been observed that very few women took part in the foreign policy, where mostly only men dominate, male-dominated values are kept in the foreground, and women and feminine values are put into the background. However, most of these women followed masculine policies. Therefore, foreign policy, which has a masculine structure, forces the few existing female actors to transform into their own masculine characters. In this thesis, which aims to evaluate the reasons behind women's inability to play a leading role in diplomacy and the current situation of women's representation in the context of Turkish political culture; What kind of problems the masculine structure that dominates the political field creates between women and foreign policy is discussed, based on the examples of female politicians and diplomats, and an evaluation is made on the solution of the current political participation problem of women in dominant masculinity.
