The Adaptation Process and Problems of Young People Employed Within the Scope of the Social Services Law No. 2828: The Van Case (2018-2022)

Abstract

Bu araştırma '2828 Sayılı Sosyal Hizmetler Kanunu kapsamında istihdam edilen gençlerin iş hayatına uyum süreçleri ve karşılaştıkları sorunları' incelemek amacıyla gerçekleştirilmiştir. Nitel araştırma yöntemiyle gerçekleştirilen bu araştırmanın görüşme formunda yer alan açık uçlu sorulara ilişkin cevaplar araştırmaya katılım sağlayan 16 katılımcı ile yapılan derinlemesine görüşme tekniği ile toplanmıştır. Araştırmanın örneklemini belirlemede amaçlı örneklem seçme yöntemlerinden biri olan 'kartopu yöntemi' kullanılmıştır. Katılımcılar ile yapılan görüşmelerden elde edilen bulgular değerlendirildiğinde; istihdam edilen gençlerin iş hayatına uyum problemi yaşadıkları, kurum bakımı esnası ve sonrasında gençlerin iş hayatına etkin hazırlanmadıkları görülmüştür. Ayrıca, istihdam edilen gençlerin kurum bakımı esnasında; 'yaşam becerileri, kariyer planlaması, meslek seçimi, sorumluluk bilinci, para yönetimi, sosyal ilişkiler ve iletişim' gibi konularda yeterince bilgi sahibi olamamaları nedeniyle iş hayatında sorun yaşadıkları tespit edilmiştir. Bununla birlikte, kurum bakımı sonrasında da söz konusu gençlere mesleki eğitim, rehberlik ve yönlendirme çalışmalarının etkin sunulmadığı, bu nedenle söz konusu gençler istihdam edilmiş olsa bile çoğunun ilgi ve becerilerine uygun bir alanda çalışmadıkları anlaşılmıştır. Son olarak söz konusu gençlerin 'kurum bakımı deneyimi olan genç' olmaları nedeniyle iş hayatında ön yargılı tutum ve davranışlarla karşılaşarak ötekileştirildikleri, dışlandıkları, bazen de mobbinge maruz kaldıkları gibi önemli sonuçlara ulaşılmıştır.

This research was carried out in order to examine the adaptation processes of young people employed within the scope of the Social Services Law No. 2828 and the problems they encounter. The answers to the open-ended questions in the interview form of this research, which was carried out with the qualitative research method, were collected by in-depth interview technique with 16 participants who participated in the research. The 'snowball method', which is one of the purposeful sampling methods, was used to determine the sample of the study. When the findings obtained from the interviews with the participants are evaluated; it has been observed that the young people employed have problems in adapting to business life, and that the young people are not prepared effectively for business life during and after the institutional care. In addition, during the institutional care of employed young people; It has been determined that they have problems in business life because they do not have enough information about 'life skills, career planning, choice of profession, sense of responsibility, money management, social relations and communication'. However, it has been understood that vocational training, guidance and guidance activities are not effectively provided to the young people in question even after institutional care, so even if these young people are employed, most of them do not work in a field suitable for their interests and skills. Finally, important results have been reached such that the young people in question are marginalized, excluded, and sometimes exposed to mobbing by encountering prejudiced attitudes and behaviors in business life due to the fact that they are 'young people with institutional care experience'.
