Administrative Reforms in the Transition From Management To Governance in Turkish Public Administration

Abstract

Türkiye 2000'li yıllardan sonra önemli bir idari reform sürecine girmiştir. Gerçekleştirilme amacı taşıyan reformların temelinde ise katılımcı ve aktif bir yönetim anlayışı bulunmaktadır. Yeni sağ ve neo-liberal politikalar katılımcı yönetime ışık tutan ideolojiler olmuştur. Liberal demokratik yönetim sisteminin etkisiyle belirginleşen yönetişim ise bu bağlamda gerçekleştirilen önemli bir yönetim anlayışıdır. Türk yönetim sisteminde katılımcı yönetim anlayışını pekiştirmiştir. Bilgi ve iletişim tabanlı teknolojik değişimde yaşanan gelişmeler kamu yönetimi sisteminin işleyişinde yetersizliğe sebep olmuştur. Katılımcı yönetim, platformunu aynı aktörlerle bu defa dijital ortama bırakmıştır. Yönetişimden e-yönetişime geçilmiştir. E-yönetişim en genel hali ile ağlar arası bir etkileşimi ifade etmektedir. Bu bağlamda bu çalışmada Türkiye'deki idari reformlarda yönetişim yaklaşımı anlatılmıştır. Nitel araştırma yöntemlerinden doküman analizinin gerçekleştirildiği çalışmada yönetişim kavramının geçirdiği yönetsel süreç bütün boyutları ile ele alınmıştır. Bu yönüyle çalışma alana katkı sunmaktadır.

Turkey has entered an important administrative reform process after the 2000s. The reforms aimed to be realized are based on a participatory and active administration approach. New right and neo-liberal policies have been the ideologies that shed light on participatory governance. Governance, which is characterized by the influence of the liberal democratic governance system, is an important understanding of governance realized in this context. It has reinforced the understanding of participatory governance in the Turkish administrative system. Developments in information and communication-based technological change have caused inadequacies in the functioning of the public administration system. Participatory governance has left its platform to the digital environment this time with the same actors. There has been a shift from governance to e-governance. In its most general form, e-governance refers to an interaction between networks. In this context, this study describes the governance approach in administrative reforms in Turkey. In the study, in which document analysis, one of the qualitative research methods, is used, the administrative process that the concept of governance has undergone is discussed with all its dimensions. In this respect, the study contributes to the field.
