A Model Suggestion To Restructure the Subsystem of Educational Supervision of Turkish Education System

Abstract

Bu araştırma, Türkiye Eğitim Sistemi Denetim Alt Sisteminin sorunlarını literatüre dayalı olarak saptamak ve sorunların çözümüne yönelik olarak bir model önerisi ortaya koymak amacıyla yapılmıştır. Bu yönüyle araştırma analitik bir çalışmadır. Önerilen yeni denetim modelinin müfettişler tarafından benimsenme ve Türk Eğitim Sisteminde uygulanabilir bulunma düzeyi müfettiş görüşlerine dayalı olarak ortaya konulmuştur.Bu araştırmanın evrenini 2008-2009 eğitim öğretim yılında görev yapan 3083 ilköğretim müfettişi oluşturmaktadır. Evrenin büyüklüğü nedeniyle örneklem alma yoluna gidilmiştir. Örneklem 555 ilköğretim müfettişi olarak belirlenmiştir.Veriler, Yrd. Doç. Dr. Hasan Basri MEMDUHOĞLU ve araştırmacı tarafından geliştirilen 46 maddelik ölçek kullanılarak toplanmıştır. Elde edilen verilerin çözümlenmesi, SPSS programı kullanılarak yapılmıştır. Gönderilen 555 ölçekten geri dönen 385'i değerlendirmeye alınmıştır.Önerilen modelin yapı boyutu ilköğretim müfettişleri tarafından ?tamamen? (4.53) benimsenmiş ve uygulanabilir (4.34) bulunmuştur. Aynı şekilde, önerilen modelin süreç boyutu da ilköğretim müfettişleri tarafından ?tamamen? benimsenmiş (4.70) ve uygulanabilir (4.34) bulunmuştur.İlköğretim Müfettişleri ve İlköğretim Müfettiş Yardımcılarının önerilen modeli benimseme düzeyleri arasında anlamlı bir fark olmadığı belirlenmiştir. İlköğretim Müfettişleri ve İlköğretim Müfettiş Yardımcılarının önerilen modeli Türk eğitim sisteminde uygulanabilir bulma düzeylerinde ise anlamlı fark olduğu belirlenmiştir. Müfettişlerin önerilen denetim modelini benimseme düzeylerine ilişkin görüşleri arasında kıdeme göre farklılık bulunmamıştır.Müfettişlerin önerilen denetim modelini Türk eğitim sisteminde uygulanabilir bulma düzeyleri hakkındaki görüşleri arasında ise kıdeme göre anlamlı fark bulunmuştur. Müfettişlerin önerilen denetim modelini benimse ve uygulanabilir bulma düzeyleri hakkındaki görüşleri arasında görev yaptıkları bölgeye göre anlamlı fark bulunmuştur.Anahtar Kelimeler: Denetim, Türk Eğitim Sistemi, Denetim ModeliThis study has been fulfilled in order to determine the matters of Turkish Educational Supervision Subsystem according to literature and to offer a model for resolving the matters. With this aspect, this study is analytical. The suggested model?s acceptance by supervisors and the applicable level in Turkish Educational System will be introduced according to the opinions of supervisors.The total field of the study consists of 3083 Primary Schools Supervisors who officiate in 2008-2009 academic year. Due to the size of the universe, sampling method is used. The Samples are defined as 555 Primary School Supervisors.The data were gathered by a 46 questioned survey which was developed by the researcher and Assistant Professor Hasan Basri MEMDUHOĞLU, the adviser of the dissertation. At the end of the study, the analyzing of the gathered data was performed by the help of SPSS (Statistical Package fort he Social Science) for Windows. 385 surveys out of 555 were evaluated.The acceptance level of the dimension of the structure of the suggested model was found as ?completely? (4.53). According to the inspector of primary education, the applicability level of the dimension of the structure of the suggested model in Turkish Education System was found ?completely? (4.29).The acceptance level of the dimension of the process of the suggested model was found as ?completely? (4.53). The applicability level of the dimension of the process of the suggested model in Turkish Education System was found as ?completely? (4.34) as well.It was found that there is no significant difference in the perception of acceptance of sub dimensions of the suggested model and total score between inspectors and vice inspectors of primary education. However, in the applicability level of the suggested model, there is a significant difference in sub dimensions and total score between inspectors and vice inspectors of primary education. Regarding the seniority, there is no significant difference in the acceptance level of the suggested model among the perceptions of the inspectors.There is a significant difference in the acceptance level of the suggested model in Turkish Education System among the perceptions of the inspectors in the total score regarding the seniority. Based on the work region, there is also a significant difference in the acceptance and applicability level of the suggested model among the perceptions of the inspectors in the total score.Key words: Supervision, Turkıs Education System, Supervision Model
