An Analyze To Wards the Reports That Foreign Experts Gave Their Ideas About Turkish Education System (1924-1960)

Abstract

Bu araştırmanın amacı, 1924-1960 yılları arasında Türkiye'ye davet edilenyabancı uzmanların, verdikleri raporlarda önemle vurguladıkları ortak hususları,dönemin Türk eğitim sistemine ilişkin düşüncelerini, tespit ettikleri sorunları, busorunlara yönelik önerilerini, önerilerinin Türk eğitim sistemine etkisi veuygulanabilirliğini belirlemektir.Araştırmada, kurulan yeni devletin (Türkiye Cumhuriyeti) çağırdığı ilkyabancı uzman olan John Dewey'nin Türkiye'ye geldiği ve yaptığı incelemelersonucunda raporunu hazırladığı 1924 yılı başlangıç alınmıştır. Araştırma, 1924-1960yılları arasındaki dönemde hazırlanmış yabancı uzman raporları içerisinden,ulaşılabilen 16 uzman raporu ile sınırlandırılmıştır.Bu araştırma ?tarama? modelindedir. Konular; literatür tarama, bütünleştirmeve değerlendirme yapılarak çözümlenmiştir. Bu yüzden konunun eğitsel ve yasalboyutlarını ele alan literatür taraması yapılmıştır. Literatüre dayalı olarak birincilkaynaklara ulaşmaya çalışılmıştır.Araştırmada öncelikle temin edilen 16 rapor ayrı ayrı ele alınmıştır. Raporlar,uzmanların Türkiye'ye çağrılma amacı, onların Türk eğitim sisteminin mevcutdurumuna dair gözlemleri, tespit ettikleri sorunlar, önerileri ve önerilerinin Türkeğitim sistemine yansımaları sistematiğinde analiz edilmiştir. Daha sonra, raporlardavurgulanan benzer konularda, uzmanların görüşleri karşılaştırılmıştır. Raporlarınanalizi ve kendi aralarında karşılaştırılmaları sonucunda Türk eğitim sistemine ilişkinolumlu ve olumsuz yönlerine ulaşılmıştır.Araştırma sonucunda, elde edilen verilerle, yabancı uzman raporlarınındeğerli pek çok tavsiyeyle yüklü olduğu, fakat bunun yanı sıra bazı tavsiyelerinraporun hazırlandığı dönemde gerçekleştirilmesinin mümkün olmadığı, yaklaşıkolarak aynı yıllarda veya aynı ülkeden gelen uzmanların benzer konuları raporlarınaaldıkları ve aynı önerilerde bulundukları, Türk eğitim sisteminin ileri gelenleritarafından raporların ciddiye alınmadığı tespit edilmiştir.

ABSTRACTThe aim of this research is to define the foreign experts that were invited toTurkey between 1924-1960, the common subjects which they gave the reports thatwere especially stressed in an important way, the thoughts concerning the TurkishEducation System in that term, the matters they proved, the recomendations toTurkish Education System and the possibility to practise it.In the research the begunning of the date of 1924 had been taken when JohnDewey prepared his report in the result of his examinations, who was called toTurkey by Turkish Republic of Turkey that was a new founded country as a firstforeign expert. The research had been prepared and had been limited with 16 expertsreport in the foreign expert reports.In the research , firstly, 16 reports which were obtained had been evaluatedone by one. Reports had been analyzed in the system of the aim of calling the foreignexports to Turkey, their observations about the present situation of TurkishEducation System, the matters that they proved, their recomendations about thereflects to Turkish Education System.After that, The Ideas of experts had beencompared in same subjects that were stressed in the reports. t had been reached thepositive and the negative ways about Turkish Education System in the result of thecomparisons between each other and the reports analyze.In the result of the research, it had been proved with obtained productions thatreports of fareign experts was improved on many valuable recomendations but on theother hand some recomendations couldn?t be posible to make real in the period ofpreparation recomendations, experts whom they came from same years and samecountries approximately took similar maters in their reports and they proposed insame way and also reports weren?t taken seriously by forward persons from TurkishEducation System.
