Comperative of Safety Standarts of the Pesticids (Biyocidal) That Are Used for People's Health

Abstract

Yaşamımızı kolaylaştırmak için üretildiği iddia edilen birçok kimyasal, aslındaüretimden tüketime kadar, insan sağlığı ve çevre açısından küresel bir tehditoluşturmaktadır. Dünyadaki kimyasal sanayi ise çoğunlukla çok az deney yapıp, insansağlığı ve çevreye etkilerini araştırmadan her yıl binlerce kimyasal bileşiği üretippiyasaya sürüyor. Uluslararası çevre yönetiminin en önemli konularından biri olarakgörülen Kalıcı Organik Kirleticiler sorununun çözülmesi için 22 Mayıs 2001'de kabuledilmiş olan Stokholm Konvansiyonu, 17 Mayıs 2004'de yürürlüğe girmiştir. 151 ülketarafından imzalanan ve 114 ülke tarafından onaylanmış bulunan StokholmKonvansiyonu, Türkiye tarafından da imzalanmış olup henüz TBMM tarafındanonaylanmadığı için yürürlüğe girmemiştir. İnsan yaşam kalitesini arttırmak amacı ilekullanılmakta olan pestisitler; kontrolsüz, bilinçsiz, gereksiz kullanımı sonucundayaşamı tehdit eder konuma gelmiştir. Mevcut sorun, sadece ülkemizin bir sorunuolmayıp, küresel bir problem olarak karşımıza çıkmaktadır. Dünyanın önde gelenülkelerinde bu sorun yıllarca süren çalışmalar ışığında ve bedeli ağır ödenen deneyimlersonucunda belirli bir standarda gelmiştir. Dünya genelinde pestisitlerle ilgili sorunlarınyaşanmadan bertaraf edilmesi için Dünya Sağlık Örgütü, küresel bir hizmetvermektedir. Bilimsel çalışmalar ışığında, üretilen pestisitlerin deneysel sahadenemeleri yapılarak insan ve çevreye olumsuz etkileri en az olan ürün standartlarıbelirlenmektedir. Ülkemizdeki yasal mevzuatın yetersizliğine bağlı olarak pestisitlerleilgili sorunların boyutları dahi bilinmemektedir. Yaşanan sorunların münferit olaylarolarak basın ve medyaya yansıması ile gündeme gelen hadiseler, aslında buzdağınıngörünen kısmından ibarettir. Avrupa Birliği ile olan tarama süreci içerisinde ülkemizinmevcut durumu tüm çıplaklığı ile ortaya konmaktadır. Çalışmada, A.B.D., İngiltere,DSÖ ve AB pestisit mevzuatı ve uygulamaları ile ülkemizde durum karşılaştırılmıştır.Anahtar sözcükler: ABD pestisit politikası, biyosidal, İngiltere Pestisitpolitikası, pestisit, WHOPESMany chemicals, aserted that they were produced to make human being lifeeasier, are actually a global menace fot public health and environment. On the otherhand, chemical industry prodeces and puts thousands pf chemical compounds on themarket without doing enough experiments on their potentials hazardous effects onpublic helath and enviroment. The Stockholm Convention signed on May 22, 2001 tosolve the problem with Pemanent Organic Contaminants which is thought as being oneof the most important subjects of international executive program for environmentbecame valid on May 17, 2004. The Stckholm Convention which was signed by 151countries and embodied in 114 of them was signed by The Republic of Turkey too butit didn?t become valid in Turkey for the reason that the teraty has not yet been adoptedby The Grand National Assembly of Turkey. The uncontrolled, insensible andunnecessary usage of pesticides which have being used-on the contrary- for the purposeof improving the life quality of human being leads to endanger the life. The presentproblem is not only the problem of our country but also appears as a global problem.This problem was standardised in the developed countries of the world by means ofstudies for years and the experiences cost a lot. WHO serves globally to stave off theless hazardous forms of pesticides for public health and environment are definedfollowing the pilot experiments of prototype pesticides. Unfortunately, even the extentsof related problems with pesticides in our country remain onclear due to the lack ofcurrent laws. Individual events becoming a current issue by some media programsa reonly the apparent part of the iceberg in deed. The current status of our country has beingexposed markedly by the processses for the integration by European Union (EU). In thepresent study, the laws and the regulations on and the applications of pesticides in USA,United Kingdom, WHO and EU were compared to the status of our country.Key words: Biocidal, pesticides, UK pesticides policy, USA pesticides policy,WHOPES.
