Determining the Opinions of Executives, Teachers and Students Working at Science and Art Centers Within the Context of the 2023 Education Vision

Abstract

Teknolojiye ayak uydurmaya çalışan toplumların eğitim ihtiyaçları da zamanla değişmektedir. Bu değişimden etkilenen eğitim kurumlarından birinin de Bilim Sanat Merkezleri (BİLSEM) olduğu söylenebilir. Özel yetenekli çocuklara eğitim veren BİLSEM'in çok yönlü sorunlarının olduğu fakat iyi bir eğitim politikası ile bu sorunların çözüm bulacağı düşünülmektedir. Milli Eğitim Bakanlığı'nın 2023 Eğitim Vizyonunu açıklaması ile birlikte BİLSEM'lerin bu eğitim vizyonunu benimseme ve özümsemeleri ya da bu doğrultuda kendilerini yenilemelerinin önemli olduğu söylenebilir. Bu araştırma ile 2023 Eğitim Vizyonu kapsamında Doğu Anadolu Bölgesinde yer alan BİLSEM'de çalışan yönetici, öğretmen ve öğrenci görüşlerinin belirlenmesi amaçlanmıştır. Araştırmada nitel araştırma yaklaşımlarından olgu bilim kullanılmış ve BİLSEM'de çalışan beş yönetici, on öğretmen ve on öğrenci ile görüşmeler yapılmıştır. Bu araştırmada veri toplama aracı olarak yarı yapılandırılmış mülakat formu kullanılmıştır. Mülakat soruları araştırmacı tarafından geliştirilmiştir. Verilerin analiz edilmesinde içerik analizi kullanılmıştır. Elde edilen sonuçlara bakıldığında BİLSEM'deki yönetici, öğretmen ve öğrenciler görüşlerini genel olarak BİLSEM'deki eksiklikler yönünde belirtmişlerdir. Yöneticilerin çoğunlukla BİLSEM'lere öğrenci seçimi, BİLSEM'deki öğretmenlerin özel yetenekli öğrenciler için yeterliliği ve BİLSEM'lerde karşılaştıkları fiziki sorunlara değindiği görülmüştür. Öğretmenler 2023 Eğitim Vizyonu kapsamında verilen eğitimin; özel yetenekli öğrenciler için nasıl daha verimli hale getirilebileceği konusunda öneriler sunmuşlardır. Öğrenciler ise BİLSEM ve okul karşılaştırıldığında BİLSEM'i okula tercih ettiklerini, BİLSEM'in okul hayatı ve normal hayatlarına yansımalarının olumlu olduğunu belirten dönütlerde bulunmuşlardır. Bu sonuçlar doğrultusunda 2023 Eğitim Vizyonu kapsamında merkezdeki eğitim programlarının gözden geçirilerek fiziki ve bireysel şartların uygunluğu için gerekli araştırmaların yapılması ve BİLSEM'in fiziki şartlar, araç-gereç yeterlilikleri gibi eksikliklerin yeniden gözden geçirilmesi gibi önerilerde bulunulmuştur.

The educational needs of societies trying to keep up with technology also change over time. It can be said that one of the educational institutions affected by this change is Science and Art Centers (BİLSEM). It is thought that BİLSEM, which provides education to specially talented children, has multifaceted problems, but these problems will be solved with a good education policy. With the announcement of the 2023 Education Vision by the Ministry of National Education, it can be said that it is important for BİLSEMs to adopt and internalize this education vision or to renew themselves in this direction. This research aimed to determine the opinions of administrators, teachers and students working at BİLSEM in the Eastern Anatolia Region within the scope of the 2023 Education Vision. In the research, phenomenology, one of the qualitative research approaches, was used and interviews were conducted with five administrators, ten teachers and ten students working at BİLSEM. In this research, a semi-structured interview form was used as a data collection tool. Interview questions were developed by the researcher. Content analysis was used to analyze the data. Looking at the results obtained, administrators, teachers and students at BİLSEM generally expressed their opinions regarding the deficiencies in BİLSEM. It was observed that the administrators mostly mentioned the selection of students to BİLSEMs, the adequacy of the teachers in BİLSEMs for specially talented students and the physical problems they encountered in BİLSEMs. Teachers: The education provided within the scope of the 2023 Education Vision; They offered suggestions on how to make it more productive for specially talented students. Students, on the other hand, gave feedback stating that they preferred BİLSEM to the school when BİLSEM and the school were compared, and that BİLSEM had positive reflections on their school life and normal life. In line with these results, suggestions were made within the scope of the 2023 Education Vision, such as reviewing the education programs at the center, carrying out the necessary studies for the suitability of physical and individual conditions, and reviewing deficiencies such as BİLSEM's physical conditions and equipment adequacy.
