Municipal Services and Assessment of Citizen Saticfaction Towards the Quality of Sevice Tuşba District (local) Municipal

Abstract

Belediyeler etkili oldukları alanlarda yerel halkın yaşam tarzını birebir ve uzun süreli etkiledikleri yetkin ve önemlidirler. Küreselleşen ve globalleşen dünyada gelişen teknoloji ile birlikte yerel yönetim birimi olan belediyeler halkın talep ve isteklerine cevap vermek, ihtiyaçlarını karşılamak için geleneksel yönetim sistemini terkedip yerine şeffaf, hesap verebilir, insan odaklı yeni bir belediye anlayışını zorunlu kılmıştır. İnsan odaklılık ideolojisi ile yola çıkan belediyeler halkın taleplerini yerel yönetimlere daha kolay ulaştırmalarına imkan sağlamış bunun yanında belediyelerin vatandaş memnuniyetine önem verdiği sunduğu hizmetlerin kalitesini arttırmasıyla ortaya koyduğu söylenebilir Çalışmamızda ilk olarak kavramsal olarak geniş bir açıdan kamu hizmeti kavramına değinilmiş ve daha sonra Türkiye' de belediyeciliğin tarihçesi incelenmiştir. Bu inceleme yapılırken belediyelerin hukuki yapısı göz önüne alınarak yapılmıştır. Çalışmamızın öncelikli en temel amacı Tuşba ilçe belediyesinin sunmuş olduğu hizmetlerden vatandaşın memnuniyet düzeyinin ne ölçüde olduğunu ve hizmet kalitesini belirleyen ölçütlerin neler olduğunu ortaya koymak olmuştur.Municipalities that are the closest units to the public, are local government ünits establishet to meet the needs of community, acording to their priorities Municipalities in which they are localed, they are convicted to servet the public in many ways from urban order, cleaning, maintenance to urbanization areas. The power of a local goverments in a country shows the activity of functioning and power of the democracy in that country.İn the globalizing to abandan the traditional municipalism concept , which has a lot of bureaucracy and red tape and to pass tocontemporary municipality there is anaccountable, transparent, human-oriented good sense of rule. Along whith the deweloping World, it has become easier to reach people's requests to the municipality, and it can be said that the municipalities attach importance of the people and put forward their services with the aim of increasing the quality. İn our work, primarily has been referred to the public service as a broad conceptual and then was examined the histary of the municipality in Turkey. When this examination was conducted, legal structures of the municipalities were taken into consideration. The primary aim of our work is to Show the level of citizen satisfaction and put forward the service quality from services provided by the Tuşba District Municipality .
