The Importance of the Resolution Process in Kurdish Issue and the Approach of Non Profit Organizations (the Sample of Van City)

Abstract

Türkiye'de neredeyse yüz yılını dolduran en uzun ve en can alıcı sorunlarından biri olan Kürt sorunu acil olarak çözümü beklenen bir sorundur. Zaman geçtikçe çözümü zor bir hâl alan bu mesele çözüm sürecinde tartışılmış ve çözümüne ilişkin bazı adımlar atılmıştır. Başarısızlıkla sonuçlanmasına rağmen çözüm süreci bu ülkenin insanlarının mutluluğu ve müreffeh bir geleceği için önem arz etmektedir. Bu açıdan çözüm sürecine tekrar dönülmesi ve sorunun tartışılarak çözülmesini farz etmekteyiz. Odaklandığımız diğer bir nokta ise Kürt meselesinin çözümüne ilişkin nesnel bir görüş edinmek için Kürt meselesinin bilimsel nedensellik ilkesi ile çözümlenmesi gerektiğidir. Bilimsel nedensellik ilkesi dediğimiz bu yaklaşıma göre bir sorun ya da toplumsal bir olgu tarihsel arka planında saklı olan nedenlerinin anlaşılması ile çözümlenebilir. Bu sorunun temel nedenleri nelerdir sorusu temel sorudur. Bu bağlamda Kürt meselesini tarihsel olarak inceledik ve günümüzde sorunsal bir vaziyet alan bu mesele ile ilgili nedensellikleri açıklamaya çalıştır. Dolayısıyla bu ülkede bir Kürt meselesi vardır. Bu mesele çatışmalı bir alan yaratmıştır. Bu çatışmalı alan bir sonuç olmasına rağmen yeni sorunsal alanlar yaratarak sorunu daha girift bir hale sokmaktadır. Bu bakımdan Kürt meselesinin çözüm süreci ayrıca önem arz etmektedir. Çalışmanın ana teması olan çözüm sürecinin temel ilişkisel alanında yer alan, etnisite, Kürt sorunu, çatışma çözümlemesi ve savaşa karşı barış söylemi kavramları üzerinde durulan ifadeler olmuştur. Sözün özü Kürt meselesi doğru tanımlanmadan doğru çözüm perspektifi geliştirilemez. Bunun içinde öncelikle ve nihayetinde çözüm süreci gereklidir.

Kurdısh issue which is a hundred years old question and also one of the longest and the most challenging one that has been expected to be solved as an urgent problem. This issue was negotiated and some positive steps were taken during the solution process of Kurdish question which has been getting more and more complicated as the time goes. Although it concluded with failure, the solution process was very important for a prosperious and a happy future of the people of this country. With this view we suppose that the solution process should be returned again in order to solve Kurdish issue. Another point we have focused on is that Kurdish issue should be analyzed with the causality principal to have an objective view related to the solution. Acording to this view called scientific causality principal, an issue or a social phenomena can be well analyzed by solving the historical and hiden reasons behind it. What are the reasons of this issue is the main question to be asked and to be analyzed. Therefore, we tested the public perception of the solution process through a questionairre applied to Non-profit organizations in Van city after studying the solution proces and the historical background of the issue comparing it with its actual stuation . As a result , We can say that there is a Kurdish isse in the country. This issue has created a conflicting area . On accaunt of some historical reasons, this conflicting area creates new complicating dimentions that make the issue more intricating. That is why the solution process of Kurdish issue is getting more important. In a word, without an objective description of Kurdish issue no real solution is possible.
