Legislation Made in Turkey on Livestock and Its Consicuenses

Abstract

Bu tezin amacı geçmişten günümüze Türkiye hayvancılığında yapılan yasal düzenlemeler ve bu düzenlemelerin hayvancılığımız üzerindeki etkilerini değerlendirmektir. Bu değerlendirmeyi daha sağlıklı yapabilmek bakımından bir anket çalışmasıyla da konuyla ilgili çevrelerin yasal düzenlemeler konusunda ne ölçüde bilgi sahibi oldukları da irdelenmiştir. Ayrıca Türkiye hayvancılığının mevcut durumu, sorunları ve çözüm önerileri de konu bağlamında tartışılmıştır. Hayvancılığa ilişkin özellikle son dönemde yapılan çok sayıda yasal değişiklikler hayvancılığımızın dünya ile ve özellikle de Avrupa Birliği ile entegre olma ve yarışabilmesi bakımından son derece önemli düzenlemeler içermektedir. Ancak bu önemli yasal düzenlemeler ve bunlara bağlı olarak yapılan iyileştirmelere rağmen hala ülkemizde hayvancıkta türlere özgü çok çeşitli ve önemli sorunların olduğu da bir gerçekliktir. Özellikle üretimden pazarlamaya ve hatta ürün işleme süreçlerinde sağlıklı bir altyapının oluşmasına önemli katkı sunacak olan sivil örgütlenmelerin yeterli ve etkili olamaması ve var olan mevcut örgütlerin de örgütlenme biçimleri ve etkinliklerinin daha çok kamu eli ile yürütülmesi, buna ilişkin yasal düzenlemelerin AB standartlarında olmaması hayvancılığımızı olumsuz yönde etkilemektedir. Hayvansal üretime yönelik yasal düzenlemeler yapılırken daha çok günün koşullarında mevcut sorunları çözmekten ziyade uzun vadede ve kalıcı çözümler getirecek, toplumun mevcut gerçekliği ile dünya gerçeklerine eş zamanlı cevap verebilecek içerikte olmalıdır. Bunun yapılabilmesi içinde konuyla ilgili tüm toplum kesimlerinin görüşleri alınarak ve dünyadaki sorun çözen uygumlalar ve düzenlemeler dikkate alınmalıdır.

The aim of this thesis was assessed the legal regulations done in Turkey's livestock from past to present day and the impact of these regulations on our livestock. In order to make this assessment healthier, with a survey study, It had been also examined related units how much they have knowledge on legal regulations. In addition, the current status of animal husbandry in Turkey, its problems and solution proposals were also discussed in the context of the issue. Numerous recent legislative amendments contain extremely important regulations on our animal husbandry in terms of being able to integrate and compete with world and especially with the European Union. However, despite these important legal arrangements and the improvements made in relation to them, it is also a fact that there are still various and important problems regular to the animal species in our country. Especially, from the production to the marketing and even in the process of product processing will contribute to the formation of a healthy infrastructure of civil organizations are insufficient and ineffective and existing forms of organization and activities are mostly carried out by the state and legal regulations are not in EU standards this affects our animal sector in the negative direction. While legislative regulations for animal production are being made, it should be in a context that will bring about long-term and permanent solutions rather than solving existing problems in day-to-day conditions, and that the society can respond to the reality of the public and the realities of the world at the same time. In order to be able to do this, it is necessary to take into account that the views of all relevant community members and to take into account the problems and resolutions of the problems in the world.
