Economic and Military Development of the Intelligence Organization in the Ottoman Empire: the Example of the Organization

Abstract

Teşkilat-ı Mahsusa, Osmanlı Devleti'nin istihbarat faaliyetlerinde önemli bir rol oynamış ve özellikle I. Dünya Savaşı'nda askeri ve ekonomik stratejilere büyük katkılarda bulunmuştur. Teşkilat, sadece askeri istihbarat toplamakla kalmamış, aynı zamanda Osmanlı Devleti'nin ekonomik kaynaklarını koruma ve yönetme konusunda da kritik faaliyetlerde bulunmuştur. Devlet arşivinden elde edilen bazı belgeler, Teşkilat-ı Mahsusa'nın mali ihtiyaçlarını karşılamak için Edirne ve Erzurum valiliklerinden destek talep edildiğini ve savaşın ilerleyen dönemlerinde finansman kaynaklarının Müdafaa-i Milliye gibi daha geniş ölçekli savunma mekanizmalarına yönlendirildiğini göstermektedir. Bu durum, Osmanlı Devleti'nin savaş ekonomisindeki zorluklarını ve kaynak yönetimi stratejilerini ortaya koymaktadır. Askeri alanda teşkilat, düşman hatlarına sızma, karşı casusluk faaliyetleri ve özel birliklerin kurulumu gibi stratejik operasyonlar yürütmüştür. Ayrıca Osmanlı ordusunun başarısızlıklarını telafi etmeye yönelik istihbarat raporları hazırlayarak devletin savunma kapasitesini artırmıştır. Sonuç olarak, Teşkilat-ı Mahsusa, Osmanlı Devleti'nin istihbarat yapılanmasında önemli bir yenilik getirmiş hem savaş süresince hem de sonrasında devletin istihbarat anlayışına yön veren bir model olmuştur. Literatürde, özellikle Teşkilat-ı Mahsusa'nın askeri anlamda önemli bir rol oynadığı ve I. Dünya Savaşı'nda devletin savaş stratejilerinin belirlenmesinde etkili olduğu vurgulanmaktadır. Bunun yanı sıra, Teşkilat-ı Mahsusa'nın ekonomik yönü, özellikle savaş finansmanını sağlamak için yürüttüğü faaliyetler ile ilgili daha az çalışma bulunmaktadır. Bu tez çalışmasında Teşkilat-ı Mahsusa'nın kuruluşu ve faaliyetleri, Osmanlı Devleti'nin son dönemindeki askeri ve ekonomik stratejilerle nasıl ilişkilendirilebileceği incelenecektir.

The Special Organization played an important role in the intelligence activities of the Ottoman Empire and made significant contributions to military and economic strategies, especially during World War I. The organization not only collected military intelligence, but also carried out critical activities in protecting and managing the economic resources of the Ottoman Empire. Some documents obtained from the state archives show that support was requested from the governorships of Edirne and Erzurum to meet the financial needs of the Special Organization, and that in the later periods of the war, financial resources were directed to larger-scale defense mechanisms such as the National Defense. This situation reveals the difficulties of the Ottoman Empire in the war economy and its resource management strategies. In the military field, the organization conducted strategic operations such as infiltration of enemy lines, counter-espionage activities, and the establishment of special units. In addition, it increased the defense capacity of the state by preparing intelligence reports to compensate for the failures of the Ottoman army. As a result, the Special Organization brought an important innovation to the intelligence structure of the Ottoman Empire and became a model that shaped the state's intelligence approach both during and after the war. In the literature, it is emphasized that the Special Organization played an important role in the military sense and was effective in determining the state's war strategies in World War I. In addition, there are fewer studies on the economic aspect of the Special Organization, especially the activities it carried out to provide war financing. In this thesis, the establishment and activities of the Special Organization will be examined and how they can be related to the military and economic strategies of the late Ottoman Empire.
