The Effect of Devaluation Policy on the Economic Balance in Turkey

Abstract

Hükümetler uluslararası ödemelerini belirli bir düzen içinde gerçekleştirmek amacıyla, dış ödeme dengesi üzerinde etkili olabilmek için çeşitli döviz kuru politikaları uygulamaktadır. Döviz kuru politikasının uygulanmasında ülkelerin gelişmişlik düzeyleri, uygulanacak politikayı ve döviz kuru kriterini oluşturan önemli bir etkendir. Türkiye gibi gelişmekte olan ülkeler için ise döviz kuru politikalarının amacı, orta vadede sürdürülebilir ve seviyesi korunabilir gerçekçi ve istikrarlı bir döviz kuru yaratmaya çalışmaktır. Sabit kur rejiminde, döviz kurlarının parasal otorite tarafından belirlenmesi, devalüasyon olgusunun ortaya çıkmasını ve yalnızca bu rejimde geçerli olmasını sağlamaktadır. Sabit döviz kuru rejiminin geçerli olduğu ve ödemeler bilançosu açık veren bir ülkede resmi olarak belirlenen NDK (nominal döviz kuru) dövizin gerçek değerini yansıtmaktan uzaklaşır. Merkez Bankasına resmi NDK'dan döviz satışı azalır, aksine Bankadan döviz talebi artar ve sonuçta resmi kuru ayarlamak zorunlu hale gelir. Bu durum gerçekleştiğinde, hükümet bir karar alarak ülke parasının fiyatını yabancı paralar karşısında döviz kurunu yükselterek düşürmektedir. Ülke parasının yabancı paralar karşısında fiyatının düşürülmesi devalüasyon olarak adlandırılmaktadır. Bir para biriminin devalüasyonu, bir ülkenin para politikasının sonucudur.

Governments implement various exchange rate policies in order to be effective on the balance of foreign payments in order to make their international payments in a certain order. In the implementation of the exchange rate policy, the development levels of the countries are an important factor that constitutes the policy and the exchange rate criterion. For developing countries such as Turkey aim of the exchange rate policy, sustainable level in the medium term and be protected is trying to create a realistic and stable exchange rate. In the fixed exchange rate regime, the determination of exchange rates by the monetary authority ensures that the phenomenon of devaluation occurs and is valid only in this regime. In a country with a fixed exchange rate regime and a balance of payments deficit, the officially determined NDK (nominal exchange rate) moves away from reflecting the real value of the currency. The sale of foreign currency from the official NDK to the Central Bank decreases, on the contrary, the demand for foreign currency from the Bank increases and as a result, it becomes necessary to adjust the official rate. When this happens, the government makes a decision and lowers the price of the country's currency by raising the exchange rate against foreign currencies. The reduction in the price of the country's currency against foreign currencies is called devaluation. Devaluation of a currency is the result of a country's monetary policy.
