Perception of Trusteeship in Local Administration and Evaluation of Citizen Satisfaction From Municipal Services

Abstract

Bu araştırma ile değişen yerel yönetim paradigmasıyla Dünya da ve Türkiye'deki yerel yönetim sistemlerini inceleyerek, yerel yönetimlerde kayyım görevlendirmesine giden süreci irdelemek, kayyımlığa ilişkin algı ve sunulan belediye hizmetlerinden memnuniyet düzeyinin tespit edilmesi amaçlanmıştır. Araştırma kapsamında çalışma alanı ile ilgili kavramsal çerçeve, yerel yönetimlerde kayyım görevlendirmelerine giden süreç, Dünya da ve Türkiye'deki yerel yönetim örnekleri detaylı bir şekilde incelenmiş olup, kayyımlık uygulamasının sonuçları ele alınmıştır. Araştırma ile kayyımlık algısı ve belediye hizmetlerinden vatandaş memnuniyetini ölçmek adına, kayyım yönetimindeki 17 ilçe ve belde belediyesi sınırları içerisinde yaşayan 1564 katılımcı üzerinde anket uygulanmıştır. Elde edilen veriler SPSS 21 programı ile ilgili analizlere tabi tutulmuş, ulaşılan bulgular ışığında gerekli değerlendirmeler yapılmıştır. Araştırma sonucunda kayyım yönetimindeki belediyelere yönelik toplumsal algının (Ortalama 3,78) ve yerel halkın belediye hizmetlerinden memnuniyet düzeyinin (Ortalama 3,48) anlamlı bir şekilde pozitif olduğu, analizler ile doğrulanmıştır. Yine araştırma sonucunda, kayyımlık uygulamasıyla PKK terör örgütüne ekonomik, lojistik ve toplumsal desteğin azaldığı tespit edilmiştir. With this research, examining local administraton systems in the world and Turkey with changing local administration paradigm, discuss the process leading to the trustee assignments in local administration, perception related to trusteeship and detection of satisfaction level from provided municipal services, was intented. Within this study, the conceptual framework related to study area, the process leading to the trustee assignments in local administrations, example of local administration in the world and Turkey, results of trusteeship implementation were discussed and examined in detail. With this research, in order to measure the citizen satisfaction from trusteeship perception and municipal services, a survey was conducted on 1564 participants, living in 17 county and town municipalities under the administration of trustee. The data obtained were analyzed through SPSS 21 programme and necessary evulations were made in the light of the findings. As a result of the research, it was confirmed by the analyzes that the social perception towards the municipalities under the management of trustee (Average 3,78) and the satisfaction level of the local people from the municipal services (Average 3,48) were significantly positive. Again, as a result of the research, it has been determined that economic, logistic and social support to the PKK terrorist organization has decreased with the application of trusteeship.
