The Impact of the Global Society in the 21st Century and the Changing Security Perception on International Police

Abstract

Bu çalışma 21. Yüzyıl başlarındaki döneme ait güvenlik algılamalarını ve bu algılamaların güvenlik hizmeti sunan kurumlara yansımalarını incelemeyi amaçlamaktadır. Bu amacın gerçekleştirilebilmesi için küreselleşme süreci ile bu sürecin güvenlik kavramına olan etkisinin incelenmesi gerekmektedir. Küreselleşme süreci, toplumları iç içe geçirerek irtibatlandırmakta ve sosyal yapıların değişimine neden olmaktadır. Bu irtibatlı yapı içinde herhangi bir yerde meydana gelen bir olayın doğrudan veya dolaylı olarak diğer toplumları etkilediği görülmektedir. Diğer bir ifadeyle küreselleşme süreci, bütün dünya toplumlarının birbiriyle irtibatlandırmasını sağlamakta böylece küresel bir toplumun oluşumuna neden olmaktadır. Küresel toplum yapısı içinde teknolojik imkânların birçok olumlu gelişmelere ön ayak olmasının yanı sıra, bu imkânların ulus devlet yapısı içindeki kötü niyetli insanlar tarafından da kullanılması ile bu sorunlar uluslararası bir nitelik kazanmaktadır. Bu bir anlamda güvenlik algılamalarında değişimi de beraberinde getirdiğini söyleyebiliriz. Bu değişim, güvenlik hizmeti sunmakla görevli kurumları da uluslararası boyutlu düşünme ve hareket etme durumunda bırakmaktadır. Küresel toplumun tehdit algılamasında vuku bulan tehditlerin, daha çok polis kurumunun ilgi sahasına giren konular olması, değişimde polis kurumunu öne çıkarmakta ve uluslararası sorunlarla mücadelede uluslararası polislik formatının gelişim ve değişimini gerekli kılmaktadır. Uluslararası polislik, polis kurumunun ilgi ve sorumluluk alanındaki konuların uluslararası nitelik kazanması karşısında polis kurumunun refleksini yansıtmaktadır. Uluslararası polislik günümüz küresel toplumu için gerekli bir polislik formatı olmakla birlikte, çalışmanın başlığında kullanılan 'çalışma' kelimesinden de anlaşılacağı üzere bu bir süreci ifade etmekte ve küresel toplumun gelişimine paralel olarak değişim göstermektedir.

This study aims to examine today's security perceptions and their reflections on security service institutions. In order to achieve this aim, it is necessary to examine the globalization process and its effect on security. The process of globalization connects societies by intertwining and causes changes in social structures. It is seen that an event occurring anywhere in this connected structure directly or indirectly affects other societies. In other words, the process of globalization, connecting all world societies with each other, almost leads to the formation of a global society. In addition to the fact that technological opportunities in the global society structure lead to many positive developments, these opportunities are also used by criminals and criminals within the nation-state structure, and these problems gain an international character. With its international structure, crime is beginning to be seen as the primary threat perception of the global community. In a sense, this shows that there has been a change in security perceptions. This change compels the institutions responsible for providing security services to think and act in an international dimension. The fact that the threats in the threat perception of the global society are mostly the subjects of interest of the police institution brings the police institution to the fore in the change and necessitates the development of the international policing format in the fight against international problems. International policing reflects the reflex of the police institution in the presence of the international characterization of the issues in the field of interest and responsibility of the police institution. Although international policing is a necessary policing format for today's global society, as can be understood from the word 'work' used in the title of our study, it expresses a process and develops in parallel with the development of the global society.
