Mining Policies of the Republican Period and Ergani Copper Mines Enterprise (1923-1960)

Abstract

Bu çalışmada, Ergani Bakır Madenleri İşletmesi'nin 1923-1960 yılları arasındaki faaliyetleri ele alınmıştır. Cumhuriyetin ilanından sonra iktisadî sahada atılan adımlar kapsamında Elâzığ'ın Maden İlçesi'ndeki bakır madenleri hakkında bir değerlendirme yapılmıştır. Bu değerlendirme kapsamında, Türkiye Cumhuriyeti'nin maden siyasetine de geniş ölçüde yer verilmiştir. Çalışma üç bölüme ayrılmıştır. Birinci bölüm 1923-1938 dönemini, ikinci bölüm 1939-1949 dönemini, üçüncü bölüm ise 1950-1960 dönemini ihtiva etmektedir. İncelediğimiz dönem boyunca işletmenin istihsal ettiği bakır, elde ettiği kâr miktarı, işletme bünyesinde çalışan memur, mühendis ve işçi sayıları, işletme tarafından yapılan tesis ve inşaat faaliyetleri gibi konular detaylı şekilde incelenmiştir. Resmî belge ve tutanakların yanı sıra, işletmeye ait muhtelif raporlar, sözleşmeler ve talimatnameler, çalışma sırasında en sık başvurulan kaynaklardır. Bunların dışında; çeşitli eserler, tezler, makaleler, dönemin gazeteleri ve güvenilir internet sitelerine de başvurulmuştur. Adı geçen işletme, bölgenin kalkınması konusunda da son derece etkili olmuştur. İşletmenin resmen kurulmasının ardından bölgede demiryolu hattının yapılması, bölge insanının istihdam edilmesi, Maden ilçesi için oldukça kıymetli gelişmelerdir. Bunların dışında, işletme tarafından Maden ilçesine yapılan birtakım önemli yatırımlar da bulunmaktadır. İşletme, tüm bu yönleriyle hem yerel hem de ulusal anlamda mühim bir kuruluş olmuştur.

The activities of Ergani Copper Mines Enterprise between 1923-1960 years are discussed in this study. After the declaration of the Republic, an evaluation was made on the copper mines in the Maden district of Elazig within the scope of the steps taken in the economic field. In the scope of this assessment an attention has been given to the Republic of Turkey's mining policy. The examined period is divided into three parts. The first part includes 1923-1938 period, the second part includes the 1939-1949 period and the third part includes the 1950-1960 period. Throughout the examined period, subjects such as the copper that the company has produced, the amount of profit it has obtained, civil servants, engineers and employees working within the enterprise, the facility and construction activities carried out by the enterprise have been discussed in detail. In addition to the official documents and records, various reports belonging to the company, contracts and guidelines were the most frequently used sources during the study. Moreover, different works, theses, articles, newspapers of the period and reliable internet resources were also used from time to time. The mentioned enterprise has been extremely effective in the development of the region. The construction of the railway line in the region and the employment of people of the region after the establishment of the enterprise are valuable developments for the district of Maden. Apart from these, there are also some important investments made by the enterprise in Maden district. In all these aspects, the enterprise has been an important institution both locally and nationally.
