An Assessment in the Context of the Contributions To the Turkish Public Administration System

Abstract

Bilgi ve iletişim tabanlı teknolojik gelişmeler, toplumsal hayatın her alanını çevreleyerek bulunduğu çağın trendlerinden biri haline gelmiştir. Teknolojik anlamda yaşanan bu gelişim, kamu veya özel sektör fark etmeksizin toplumun hemen hemen bütün kesimleri üzerinde derin bir etki oluşturmuştur. İnternetin ulaşılabilirliğinin kolaylaşması da dijital platformda gerçekleştirilen reformların yaygınlaşmasında rol oynayan önemli faktörlerdendir. Dijital platformun kamu yönetiminde reforme ettiği en önemli konulardan biri, birlikte yönetimi teşvik eden yönetişim yaklaşımıdır. Dijitalleşme ile yönetişimden e-yönetişime, demokrasiden e-demokrasiye ve katılımdan e-katılıma geçen yeni bir yönetim sistemi benimsenmiştir. Bu yeni yönetim sisteminde amaç, vatandaşın menfaati doğrultusunda etkili ve verimli bir yönetim sistemi gerçekleştirmektir. Bu bağlamda bu çalışma ile amaçlanan çok aktörlü ve etkileşim merkezli bir yönetim yaklaşımı ile katılımcı yönetim anlayışını öngören yönetişimin dijital çağda nasıl bir değişim sürecine girdiğini incelemektir. Dijitalleşme bağlamında yönetişim anlayışında meydana gelen gelişmelerin Türk kamu yönetimi sistemine olan katkılarını incelemektir. Çalışmada ikincil kaynak araştırması sonrasında içerik analizi yöntemi kullanılmıştır. Çalışma sonucunda e-yönetişimin Türk kamu yönetimi sisteminde demokratik yönetimin pekişmesine öncülük eden çok önemli idari reformlar gerçekleştirdiği belirlenmiştir. Bu yönüyle çalışma, alana katkı sağlayacak bir nitelik taşımaktadır.

Information and communication based technological developments have become one of the trends of the era by surrounding every part of social life. Regardless of the public or private sector, this technological development has had a profound effect on almost all segments of society. Facilitating the accessibility of the internet is one of the important factors that play a role in the spread of the reforms carried out on the digital platform. One of the most important issues reformed by the digital platform in public administration is the governance approach that promotes co-management. Through the digitalization a new government system that switches from governance to e-governance, from democracy to e-democracy and from participation to e-participation has been adopted. The purpose of this new management system is to achieve an effective and efficient management system in line with the interests of the citizens. In this context, the aim of this study is to examine how the governance, which envisages a multi-actor and interaction-centric management approach and a participatory management approach, has entered a process of change in the digital age. In the context of digitalization, contributions of the developments in the management approach to the Turkish public administration system will be examined. In the study, content analysis method was used after secondary resource research. As a result of the study, it has been determined that e-governance has carried out very important administrative reforms in the Turkish public administration system leading the consolidation of democratic management. In this respect, the study has a quality that will contribute to the field.
