Ethics in Management From Past To Present: an Assessment in Context of Contributions To Turkish Public Administration

Abstract

Etik ilke ve değerler kamu yönetiminin temelini oluşturur. Bu değerler, kamu görevlilerini yürüttüğü çalışmalarda neyin iyi ve doğru olduğuna karar vermeye yönlendirir. Yönetim tarihinde, bu ilke ve değerler, âlimler tarafından hükümdarlara yazılan 'risale' ve 'name'lerde toplanmıştır. Bu eserlerde yönetim konusu daha çok toplumsal düzeni, halkın güvenliğini ve adaleti sağlamakla sorumlu olan yöneticilerin halka karşı görev ve yükümlülüklerini belirten öğütler ve etik ilkeler halinde incelenmiştir. Bunun sebebi de yönetim ve siyasetin ahlak olgusundan ve etik değerlerden ayrı düşünülemeyeceği fikridir. Türk kamu yönetimi sisteminde hızlıca yayılan etik dışı faaliyetler sonucu bürokraside görülen bozulmaların iyileştirilmesi için birçok çalışma yapılmıştır. Bu çalışmalar, kanun veya yönetmeliklerle yasallaştırılmıştır. Ancak ilgili çalışmalara rağmen yönetim sisteminde bitmeyen yozlaşmalar, çalışmaların etkinliğinin sorgulanmasını gerekli hale getirmiştir. Bu çalışma, geçmişten günümüze Türkiye'de gerçekleştirilen etik yönetim düzenlemelerinin Türk kamu yönetimi sistemine olan katkılarını incelemeyi amaçlamaktadır. Bu bağlamda çalışmada, etik yönetim sistemi kapsamında yürütülen yasal çalışmalar incelenmiş ve mevcut sorunların çözümünde sağladıkları katkılar değerlendirilmiştir.

Ethical principles and values form the basis of public administration. These values guide public officials to decide what is good and right in their work. In the history of the administration, these principles and values were collected in the 'risale' and 'name' written to the rulers by the scholars. In these works, the subject of administration has been examined in terms of advice and ethical principles that indicate the duties and obligations of the administrators who are responsible for ensuring the social order, public security and justice. The reason for this is the idea that management and politics cannot be separated from morality and ethical values. Many studies have been carried out to improve the corruption in bureaucracy as a result of unethical activities that spread rapidly in the Turkish public administration system. These studies are legalized by laws or regulations. However, despite the related studies, the endless corruption in the management system has made it necessary to question the effectiveness of the studies. This study aims to examine the contributions of ethical management regulations made in Turkey to the Turkish public administration system from past to present. In this context, the legal studies carried out within the scope of the ethical management system were examined and their contributions to the solution of existing problems were evaluated.
