Republic Senate and Hakkari Senator

Abstract

1960 askerî darbesinden sonra oluşturulan 1961 Anayasası ile Millet Meclisi ve Cumhuriyet Senatosu olmak üzere iki meclisli bir yönetim sistemine geçilmiştir. Cumhuriyet Senatosu; Tabii Senatörler, Cumhurbaşkanı tarafından seçilen Kontenjan Senatörleri ve Genel Oyla Seçilen Senatörler olmak üzere üç ayrı üye grubundan oluşmuştur. Genel oyla seçilen senatör sayısı 150 kişi olarak kararlaştırılmıştır. Cumhuriyet Senatosu seçimlerinde Türkiye, 'A, B, C' olmak üzere üç seçim grubuna ayrılmıştır. Seçim çevresi C grubu olan Hakkâri, Cumhuriyet Senatosu'nda bir senatör ile temsil edilmiştir. 1961-1980 yılları arasında çift meclis sistemi içerisinde 15 Ekim 1961, 7 Haziran 1964, 14 Ekim 1973 ve 14 Ekim 1979 tarihlerinde yapılan seçimlerde Hakkâri'den dört isim senatör olarak seçilmiştir. Seçilen senatörler; Adil Türkoğlu, Necip Seyhan, Naci Cidal ve Abdulhaluk Özdinç'tir. Bu tez çalışmasında; ülkemizdeki parlamentonun gelişim süreci genel hatlarıyla ortaya konularak, Cumhuriyet Senatosunun kuruluş süreci ile Hakkâri senatörlerinin faaliyetleri ele alınmıştır.

A bicameral administrative system, consisting of the national assembly and the republic senate, was introduced with the 1961 Constitution, which was created after the 1960 military coup. The Senate of the Republic consists of three separate member groups, which are Natural Senators, elected by the president, Quota Senators, and Senators elected by general ballot. The number of the Senators elected by general ballot has been decided as 150 people. In the Republic Senate elections, Turkey was divided into three electoral groups, 'A, B, C'. Hakkâri with constituency group C was represented by a senator in the republican senate. In the elections held on 15th October 1961, 7th June 1964, and 14th October 1979 within the bicameral system between 1961-1980, four people from Hakkâri were elected as senators. The elected senators were Adil Türkoğlu, Necip Seyhan, Naci Cidal ve Abdulhaluk Özdinç. In this thesis, the establishment process of the republic senate and the activities of the Hakkâri senators were discussed by revealing the development process of the parliament in our country.
