The Construction of Muslim-Turkish in the Middle Ages

Abstract

Ortaçağ'da kurulan Müslüman-Türk devletlerinde devlet teşkilatlanmasının ve siyasî birliğin sembolü sultandı ve örgütlenme onun etrafında şekillenmiştir. Bu bağlamda da ekseriyetle tâbiiyet esasına dayalı olarak bir idare tarzı oluşturmuşlardır. Merkezî teşkilât askerî bir yönetim sistemine dayalı olup memleket birinci derecede hükümdar ve ailesiyle emirlerin ellerinde idi. Eyâlet idaresi ise ya hanedan üyesinden biri veya vali olarak tayin edilen sultanın azatlı kölelerinden olup devlet işlerinde tecrübe kazanmış mutemet kişiler ve emirler tarafından icra olunurdu. Kalem ve dîvan işleri ikinci derecede gelirlerdi. Hükümdardan sonra çoğu zaman askerî işler de dâhil olmak üzere vezir, devlet işlerinden birinci derecede sorumluydu ve hükümdar adına devleti idare ederdi.

The symbol of politic unity and state organisation at Muslim-Turkish states, organised at Middle Ages, was the Sultan. The state organisation was formed around the Sultan. So the organisation was constructed according to the nationality. Central organisation was based on military forces, but the country was ruled by the Sultan, his family and emirs. Organisation of provinces was hold by emirs, who were experienced at public service, or one of the members of the family. The other services were at the second side. After the Sultans, viziers were responsible for the public services, including military services.
