Evaluation of State Supported Animal Life Insurance in the Scope of Agricultural Insurance Pool

Abstract

Bu çalışmada, tarımsal sigortacılık alanında önemli mesafe almış ülkelerin tarım sigortası havuz sistemleri incelenmiş, onların sahip oldukları deneyimlerinin kılavuzluğunda, Türkiye'deki tarımsal sigorta uygulamasının eksik kalmış yönlerine değinilerek, hem sigorta şirketlerine hem de yetiştiricilere tarım sigortacılığı ve risk yönetiminin önemi ve fırsatları hakkında gerekli bilgiler sunulmaya çalışılmıştır. Çalışmada, Türkiye'deki tarım sigortaları havuz sistemi'nin yapısal oluşumu ve işleyişi modelinin, ispanya modeline benzerlik gösterdiği, Türkiye'de tarım sigortası havuz sisteminde prim desteklemesinin ön planda olduğu, hayvan hayat sigortasının uygulamaya konulmasıyla nitelikli hayvan sayılarında ve hayvansal ürün miktarlarında artış olduğu belirlenmiştir. Bu kapsamda, stratejik önem taşıyan tarım sigortaları havuzu sisteminde, hayvan hayat sigortalarının, devlet tarafından desteklenmeye devam edilmesi, ayrıca yetiştiricilerin, hayvan hayat sigortası hakkında kapsamlı bilgilendirilerek, sigorta sistemine katılımlarının daha fazla sağlanması durumunda, hayvan hayat sigorta sisteminin, hayvancılık sektörünün daha fazla gelişmesine katkı sağlayacağı sonucuna varılmıştır. In this study, the applications of the countries which have taken significant progress in the field of agricultural insurance have been examined, under guided by their experience, with mentioning to the missing sides of agricultural insurance practices in Turkey, have been tried to provide necessary information to both insurance companies and breeders about the importance and opportunities of agricultural insurance and risk management. In the study, structural formation and functioning model of agricultural insurances pool system in Turkey, is similar to Spain model, in the agricultural insurance pool system in Turkey is at the forefront of premium support, with the introduction of animal life insurance, it was determined that the numbers of qualified animals and the amounts of animal products increased. In this context, strategically important, in the pool system of agricultural insurances, continue to support animal life insurances by the state, also further informing breeders about animal life insurance, if their participation in the insurance system is further ensured, animal life insurance system will contribute to the further development of the livestock sector.
