Privatization Case in Turkish Public Administration After 2000: the Case of Türk Telekom

Abstract

Devletin bünyesinde bulunan işletmelerin, ekonomik veya başka sebeplerden dolayı özel sektöre devredilmesinde, özelleştirme yöntemi kullanılmıştır. Özelleştirme konusuna yoğun istek ve talebin bulunduğu yılı da 1980 olarak belirtebiliriz. Gerçekleşen özelleştirmelerin, mevcut ekonomiyi refah seviyesine yükseltmesi için gelir kaynağı tedarikinde de başvurulan bir yöntem olmuştur. Türk Telekom'un özelleştirilmesi sonucunda elde edilen gelir gelişmekte olan teknolojiye ayrıca bir katkı sunmuştur. Gelişen ekonomiyle beraber, çağımız insanı ve diğer kuruluşlar gelişmekte olan bu sürecin daha da hızlandırılması gerektiğini dile getirmiş ve mevcut durumun yetersiz kaldığını belirtmişlerdir. Bu durum Telekom hizmet alanını daha da cazip hale getirmiştir. Küresel anlamda gelişmekte olan bu teknoloji olaylarını, ülke olarak yakından takip edebilme fırsatı sağlamışızdır. Böylelikle devlet, kendi bünyesinde hizmet veren Telekom'un özel sektöre devretmesiyle gelişmekte olan sürece kendisi de katılmıştır. Tabi gerekli kanuni şartların oluşmaması nedeniyle kurumun özelleştirilme konusundaki arzu edilen, başarı seviyesine varılması da biraz zaman almıştır. Bu çalışmada özelleştirme ve Telekom alanı araştırılmış ve özelleştirme konusuyla alakalı ülkemizde ve Dünyada örnekleri ve uygulamaya konu olan yöntemleriyle beraber, sonucun yararları ve zararları belirtilmiştir. We can state that 1980 was the year when there was a great demand and demand for privatization. It has also been a method used in the supply of income sources for the privatizations that have taken place to raise the current economy to the level of welfare. The income generated as a result of the privatization of Türk Telekom also contributed to the developing technology. Along with the developing economy, people of our age and other organizations have stated that this developing process should be accelerated even more and stated that the current situation is insufficient. This has made the Telecom service area even more attractive. As a country, we have provided the opportunity to closely follow these technology events that are developing globally. Thus, the state itself participated in the developing process with the transfer of Telekom, which provides services within its own structure, to the private sector. Of course, due to the lack of necessary legal conditions, it took some time to reach the desired level of success in the privatization of the institution. In this study, the field of privatization and telecom has been researched and the benefits and harms of the result, along with its examples in our country and in the world, and the methods that are the subject of practice, are stated.
