Poet Meps in the 1946-1960 Multi-Party Period and Parliamental Activities

Abstract

Cumhuriyet tarihimizde çeşitli başarısız denemelerin ardından çok sesliliğin TBMM'de kalıcı olmasını sağlayan Demokrat Parti on yıl boyunca Türk siyasetine yön vermiştir. DP'nin kuruluşu, iktidara gelişi, uygulamış olduğu siyaset ve sona ermesi ülke açısından birçok farklılıkları barındırmaktadır. Aynı zamanda kendisinden sonra gelen ve ülkeyi uzun yıllar yönetecek olan bir siyasi akımın da kurucuları olmuştur. Bu sebeple Türk siyasi hayatının yapısının daha iyi anlaşılması için DP tarihinin her yönüyle değerlendirilmesi gerekir. Ülkeyi yönettikleri süreçte çıkarılan kanunlar alınan kararlar ve her türlü meclis faaliyetlerinin Türkiye Cumhuriyetinin siyasi yaşamında etkileri uzun süre görülmüştür. Bu bağlamda konuyu daha iyi kavrayabilmek adına öncelikle Osmanlı dönemi ve Tek partili dönemde faaliyet gösteren şairler incelenmiştir. Ardından Çok Partili süreç doğrultusunda TBMM'de söz alan şair milletvekillerinin kimliklerine, meclise sunduğu tekliflere ve bu tekliflerin mecliste yarattığı etkiler ele alınmıştır. Dönemin siyaseti için önemli isimlerin de aralarında bulunduğu bölge milletvekilleri birçok komisyonda görev almış ve hem ülke hem de seçim bölgelerinin ilgilendiren konularda görüş bildirmişlerdir. 1946 sonrası gelişmeler karşısında dönemin şair milletvekillerinin ele almış oldukları konular: siyasi, iktisadi, sosyal, eğitim ve diğer alanlarda farklı bakış açılarıyla devrin sorunları doğrultusunda incelenerek aktarılmıştır.

After various unsuccessful attempts in our republican history, the Democrat Party, which made the polyphony permanent in the Grand National Assembly of Turkey, steered Turkish politics for ten years. The establishment of the Democratic Party, its coming to power, the politics it implemented and the end of it have many differences in terms of the country. At the same time, he was the founder of a political movement that came after him and would rule the country for many years. For this reason, in order to better understand the structure of Turkish political life, the history of the Democrat Party should be evaluated from all aspects. The effects of the laws enacted during the period they ruled the country, the decisions taken and all kinds of parliamentary activities on the political life of the Republic of Turkey have been seen for a long time. In this context, in order to better understand the subject, first of all, the poets who were active in the Ottoman period and the one-party period were examined. Then, in line with the Multi-Party process, the identities of the poet deputies who took the floor in the Parliament, the proposals they presented to the parliament and the effects of these proposals in the parliament were discussed. Regional deputies, including important figures for the politics of the period, took part in many commissions and expressed their views on issues that concern both the country and the electoral districts. In the face of the developments after 1946, the issues that the poet deputies of the period dealt with: political, economic, social, educational and other areas were examined and transferred in line with the problems of the period with different perspectives.
