Türkiyede Göç Yönetimi ve Kurumsal Yapılanma Göç İdaresi Genel Müdürlüğü Örneği

Abstract

Göç, insanlık tarihi boyunca tüm toplumların karşılaştığı önemli bir olgudur. Toplumlar, kimi zaman savaş, doğal afet, siyasi rejim değişikliği, güvenlik problemleri gibi sebeplerle zorunlu; kimi zaman da daha iyi yaşam koşulları elde etmek için gönüllü olarak göç etmişlerdir. Göç kavramı, sadece bir yer değiştirme olarak tanımlanamaz. Sosyal, psikolojik, ekonomik boyutları başta olmak üzere daha pek çok boyutu olan oldukça karmaşık ve uluslararası bir süreçtir. Türkiye, bulunduğu coğrafi ve stratejik konumu itibariyle, tarih içerisinde hem göç alan hem göç veren bir ülke olarak kitlesel göçlerin odağında kalmıştır. Türkiye, geçiş ülkesi niteliği yanında hedef ülke konumuna da gelmiştir. Özellikle ülkemizin son dönemde coğrafi anlamda, çevresinden oldukça yoğun bir göç hareketi ile karşılaştığı görülmektedir. Türkiye'de, özellikle uluslararası göçün hem hukuki hem de kurumsal altyapısı var olmakla birlikte, ülkenin bulunduğu coğrafyada yaşanan olaylar ve uluslararası düzeyde ortaya çıkan yeni durumlar nedeniyle daha kapsamlı yasal ve kurumsal düzenlemelere ihtiyaç duyulmuştur. Bu büyük ve yoğun göç hareketi karşısında ise ilk kurumsal sorumluluğu İçişleri Bakanlığı almış ve merkezi düzeyde göç yönetimini sağlamak amacıyla, İçişleri Bakanlığı bünyesinde 2013 yılı itibariyle Göç İdaresi Genel Müdürlüğü kurulmuştur. Bu çalışmada öncelikle göç, uluslararası göç, göç idaresi ve gerekliliği ile ilgili konuların kavramsal ve kuramsal çerçevesi çizilmiştir. Ardından Cumhuriyet öncesi dönemden günümüze değin göç ve göç hareketlerine bakış ve bu doğrultuda oluşturulan politikalar incelenmiştir. Bu politikalar ekseninde göç yönetiminin idari yapılanması ve aktörü olan Göç İdaresi Genel Müdürlüğünün, çalışma yapısı ve önemi tarihsel bir perspektifle değerlendirilmiştir. Bu amaç doğrultusunda teorik tartışmaya yönelik kapsamlı bir literatür taraması gerçekleştirilmiş, konu karşılaştırmalı boyutlarıyla ele alınmıştır.

Migration is an important phenomenon that all societies have encountered throughout the human history. Societies have migrated for various reasons; propelled either by forced migration such as war, natural disaster; change of political regime, and security issues, or voluntarily for better life conditions. Migration cannot be described only as replacing. It is an international and a complex process with many aspects including social, psychological, and economic factors. Turkey has historically been at the center of mass migration as both emigrant and host country for its geostrategic position. Turkey has also become a transit country. It is observed that especially in recent years, our country faces an intense migration movement from the neighbouring countries. Even though the legal and institutional infrastructure of migration exists in Turkey, the events that took place in the country's geography and new international circumstances necessitated more comprehensive legal and institutional regulations. For this massive and intense migration movement, migration policies, Directorate General of Migration Management was established under the Ministry of Interior Affairs as the first center for taking institutional responsibility and centralizing the management of migration movement. In this study, firstly a conceptual and theoretical framework for migration, international migration, migration management and its necessity is drawn by considering the related issues. Following, the approaches to migration and migration movements from the Republic to the present day that shaped the migration policies are analysed. In this respect, the administrative organization of Migration Policies, Directorate General of Migration Management is discussed together with its operations and importance from a historical perspective. Accordingly, an extensive literature research is conducted, comparatively considering the subject.
