Evaluation of the Activities of Municipalities in the Van Lake Basin for the Protection, Promotion and Sustainable Development of Van Lake

Abstract

Van Gölü kendine özgü su yapısı ve bulunduğu bölgeye kattığı değerle önemli bir doğa varlığıdır. Van Gölü, tuzlu-sodalı yapısıyla ve tabanında bulundurduğu Uranyum madeniyle ulusal ve uluslararası bilinirliğini artırmıştır. Adeta iç deniz denilebilecek büyüklükte olan Van Gölü'nün ekolojik yönleri ve doğaya olan katkısı sebebiyle korunması ve tanıtılması gerekmektedir. Van Gölü özellikle son yıllarda gözle görülür derecede kirlenmeyle birlikte suyunda çekilme başlamıştır. Kirlilik ve su çekilmesi havza sakinleri tarafından endişeye ve meraka sebep olmuştur. Bundan dolayı, belediyelerin Van Gölü'nün korunmasına ve tanıtılmasına yönelik faaliyetleri çalışmanın araştırma konusudur. Van Gölü kıyı hattında bir büyükşehir belediyesi ve yedi ilçe belediyesi bulunmaktadır. Bunlar Van İline bağlı Van Büyükşehir Belediyesi ile Van Edremit, Gevaş, Muradiye, Erciş ilçe belediyeleri ve Bitlis'e bağlı Adilcevaz, Ahlat ve Tatvan ilçe belediyeleridir. Adı geçen belediyeler doğrudan kıyı hattında olup gölün korunmasına ve tanıtılmasına ve sürdürülebilir kalkınmasına yönelik yapılan faaliyetlerinin değerlendirilerek sonuç ve önerilerin tespiti hedeflenmiştir. Araştırma kapsamında nitel araştırma yöntemi ile belediye yetkilileriyle yapılan yüz yüze görüşmeler gerçekleştirilmiştir. Yetkililere 16 adet açık uçlu soru sorularak, Van Gölü hakkında genel bilgi ve ilgi düzeyi ile Van Gölü'nün korunmasına ve tanıtılmasına ve sürdürülebilir kalkınmasına yönelik faaliyetlerin ve önerilerin ortaya koyulması amaçlanmıştır. Yapılan araştırmada kıyıdaş belediyelerin gölün korunmasına ve tanıtılmasına ve sürdürülebilir kalkınmasına yönelik çalışmalarının yetersiz olduğu bunun da belediye yönetimlerinin kurumsal hafıza, mali yeterlilik ve mevzuat konularından kaynaklandığı anlaşılmıştır. Sonuç olarak Van Gölünün korunmasına ve tanıtılmasına ve sürdürülebilir kalkınmasına yönelik bilinçlendirme çalışmalarının yapılması ile Van Gölü'nün yeni bir yönetim modeliyle yönetilmesi gerektiği ortaya çıkmıştır.

Lake Van is an important natural asset with its unique water structure and the value it adds to the region. Van Lake has increased its national and international recognition with its salty-soda structure and the Uranium mine it contains. Lake Van, which is almost as big as an inland sea, needs to be protected and promoted due to its ecological aspects and its contribution to nature. Especially in recent years, the water of Van Lake has started to withdraw with the visible pollution. Pollution and water withdrawal have caused concern and curiosity by the inhabitants of the basin. Therefore, the activities of municipalities for the protection and promotion of Lake Van are the research subject of the study. There is one metropolitan municipality and seven district municipalities on the shoreline of Lake Van. These are the Van Metropolitan Municipality of Van Province and the district municipalities of Van Edremit, Gevaş, Muradiye, Erciş, and the district municipalities of Adilcevaz, Ahlat and Tatvan, which are affiliated to Bitlis. The mentioned municipalities are directly on the coastline, and it is aimed to determine the results and suggestions by evaluating the activities for the protection and promotion of the lake and its sustainable development. Within the scope of the research, face-to-face interviews with municipal officials were carried out with the qualitative research method. By asking 16 open-ended questions to the authorities, it was aimed to reveal general knowledge and interest level about Lake Van, and activities and suggestions for the protection and promotion of Lake Van and its sustainable development. In the research, it has been understood that the efforts of the riparian municipalities for the protection and promotion of the lake and its sustainable development are insufficient and this is due to the institutional memory, financial adequacy and legislation issues of the municipal administrations. As a result, it has emerged that Van Lake should be managed with a new management model, with awareness-raising activities for the protection and promotion of Lake Van and its sustainable development.
