Visitor Management Plan Requirements as Preventive Protection in Natural Site: Akdamar Island Case

Abstract

Ülkemizde birçok değeri barındıran doğal ve tarihi çevreler, 21. yüzyılda hızla değişen turizm taleplerine yönelik önemli bir potansiyele sahip olurken yetersiz koruma bilinci ve koruma politikaları sebebiyle zarar görerek yok olma tehlikesiyle karşı karşıya kalmaktadır. Turizmin olumlu ve olumsuz etkilerinin ortaya konduğu çalışmalarda, gerekli koruyucu önlemlerin alınmaması durumunda tarihi çevre ve turizmin doğru orantılı bir şekilde tehlikeye gireceği tespit edilmiştir. Bu sebepten UNESCO, Dünya Mirası Listesi'ndeki farklı destinasyonlar da taşıma kapasitesi aşımını önlemeye veya azaltmaya yönelik önleyici koruma olarak ziyaretçi yönetim planları oluşturulmasını gerekli kılmıştır. Ülkemizde de doğal sit alanlarının korunarak nesillere aktarılması ve koruma/kullanma dengesinin gözetilerek turizm faaliyetinin canlandırılabilmesi için esnek ziyaretçi yönetim planlarının hazırlanması gerekmektedir. Çalışma, son yıllarda turistlerin yoğun ziyaret ettiği, Dünya Mirası Geçici Listesinde yer alan Akdamar Adası'nda gerçekleşmiştir. Önce konu ile alakalı yapılan çalışmalar incelenmiş, sonrasında alanda 285 kişi ile anket çalışması yapılmış ve dört bölgeye ayrılan alanda 10.000 kişi gözlemlenmiştir. Bu çalışmada Akdamar Adasında ziyaretçilerin bulunma durumu, ziyaretçi memnuniyetsizlikleri ve kaynak değer üzerindeki ziyaretçi etkileri tespit edilerek, Anıt Müze ve çevresini içinde barındıran doğal sit alanının korunması, iyileştirme yapılarak turizm potansiyelinin ve ziyaretçi memnuniyetinin arttırılması için gerekliliği ortaya konulmuş olan ziyaretçi yönetim planı için öneriler sunulmuştur.

While the natural and historical environments, which have many values in our country, have an important potential for the rapidly changing tourism demands in the 21st century, they are faced with the danger of being damaged and disappearing due to insufficient conservation awareness and conservation policies. In the studies in which the positive and negative effects of tourism are revealed, it has been determined that the historical environment and tourism will be endangered in a direct proportion if the necessary protective measures are not taken. For this reason, UNESCO necessitated the creation of visitor management plans as a preventive protection to prevent or reduce the carrying capacity of different destinations on the World Heritage List. In our country, it is necessary to prepare flexible visitor management plans in order to protect natural sites and transfer them to generations, and to revive tourism activities by taking into account the protection/use balance. The study took place on Akdamar Island, which is on the World Heritage Tentative List, which has been heavily visited tourists in recent years. First, the studies on the subject were examined, then a survey was conducted with 285 people in the area and 10,000 people were observed in the area divided into four regions. In this study, the presence of visitors in Akdamar Island, visitor dissatisfaction and visitor effects on the resource value were determined, and suggestions were made for the visitor management plan, which was revealed to be necessary for the protection of the natural site area that includes the Monument Museum and its surroundings, and to increase the tourism potential and visitor satisfaction by making improvements.
