The Problems of Balkan Immigrants Coming To İstanbul During the Balkan Wars

Abstract

Balkan Savaşları sırasında işgal edilen bölgelerde yaşayan Müslüman halkın göç süresince yaşadığı problemler, çalışmamızın esas amacını teşkil etmiştir. Bu sebepten muhacir sorunları ve bu sorunların çözümüne dair olan hükümet faaliyetleri, dönemin arşiv belgeleri ve İstanbul basınından takip edilmiştir. Yapılan çalışmalar neticesinde muhacirlerin İstanbul'da ciddi sorunlar yaşadıkları tespit edilmiştir. Muhacirler, iskân ve iaşe noktasında hem hükümet hem de çeşitli sosyal yardım kuruluşları tarafından desteklenmiş olsalar da kimi zaman açıkta ve sefil bir halde kalmışlardır. Muhacirlerin yaşadıkları bu problemler, salgın hastalıkların baş göstermesiyle birlikte daha da artmıştır. Zira devam eden savaş, yetişmiş sağlık personelinin cephelere gönderilmesine neden olmuş ve bu durum sağlık hizmetlerinin aksamasına sebebiyet vermiştir. Bu noktada özellikle Osmanlı Hilâl-i Ahmer Cemiyeti'nin bu boşluğu doldurmaya çalıştığını görmekteyiz. Muhacirlerin kolera ve çiçek gibi salgın hastalıklara karşı korunmasında oldukça faydası görülen cemiyet, hükümeti diğer muhacir sorunlarında da yalnız bırakmamıştır. Muhacir sorunlarının çözümü noktasında şehremanetinin verdiği mücadele ise oldukça önemlidir. Zira diğer kurum ve kuruluşlarla ortak bir şekilde hareket etmeye çalışan emanet, muhacirlerle ilgili almış olduğu isabetli kararlarla ön plâna çıkmıştır. Zira muhacirlerin iskân, iaşe, sağlık ve hayvanları konusunda yaşanan sıkıntılar göç sürecinin hemen başında çözülmeye çalışılmıştır. Ancak özellikle salgın hastalıklarla ilgili hayata geçirilen bazı uygulamalar, istenilen ölçüde başarı getirmemiştir. Bu gibi durumlar, muhacirlerin ve İstanbul halkının kurallara riayet etmemesinden kaynaklandığı gibi zaman zaman bazı belediye çalışanlarının ihmalleri neticesinde de yaşanmıştır. Bu çalışmada, genelde savaş sırasında yaşanan sıkıntılar ele alındığı gibi özelde de İstanbul'da bulunan muhacirlerin yaşam şartları incelenmeye çalışılmıştır.

The problems experienced by the Muslim people living in the occupied regions during the Balkan Wars during the migration constituted the main purpose of our study. Therefore, the problems of immigrants and the government activities regarding the solutions of these problems were followed via the archive documents and the press in İstanbul from that period. As a result of the studies, it was concluded that the immigrants had serious problems in Istanbul. Even though the immigrants were supported by both the government and various social aid organizations in terms of housing and subsistence, they were sometimes left in the open and miserable. These problems experienced by the immigrants became more riveted with the outbreak of epidemics. Because, on the one hand, the ongoing war caused the disruption of health services, and on the other hand, it led to the sending of trained health officials to the fronts. At this point, we see that the Ottoman Red Crescent Society is trying to fill this gap. The society, which was very helpful in protecting immigrants against epidemic diseases such as cholera and smallpox, did not leave the government alone in other immigrant problems as well. At the point of solving the problems of immigrants, the struggle of the municipality is very important. Because municipality, who tries to act in common with other institutions and organizations, has come to the fore with the right decisions it has taken regarding the immigrants. Because the problems experienced in the housing, subsistence, health and animals of the immigrants were tried to be solved right at the beginning of the migration process. However, some applications, especially related to epidemics, did not achieve the desired level of success. Such situations have arisen from the disobedience of the immigrants and the people of Istanbul, as well as from the negligence of some municipal employees from time to time. In this study, the problems experienced during the war were discussed in general, and the living conditions of the immigrants in Istanbul were tried to be examined in particular.
