Abstract
Bu çalışmada, Türkiye'de İkinci Dünya Savaşı yıllarında uygulamaya konulan maliye politikaları incelenmiştir. Ayrıca maliye politikasının doğuşu, gelişimi, amaçları ve uygulama araçları ele alınmıştır. İkinci Dünya Savaşı boyunca uygulanan katı maliye politikalarının sebepleri ve yöntemleri dönemin koşullarına bağlı kalarak değerlendirilmiştir. Tezde savaş dönemi maliye politikaları incelenirken devletlerin aldığı ekonomik kararların siyasal ve sosyal sonuçları olduğu görülmüştür. Türkiye'nin İkinci Dünya Savaşı yıllarında uyguladığı mali yaklaşımın amacı, 'savaş ekonomisi'nin sonuçları ile mücadele etmek ve ekonomik açıkları kapatmaktır. Bu politikalar ekonomi-politik açıdan kısa süreli başarı sağlamış olsa da toplumun bazı kesimleri için ağır vergi yükleri getirmiştir. 1939-1945 yılları, Türkiye için savaşa girmemesine rağmen savaşın etkisinden dolayı, zorlu bir süreç olmuş ve aynı zamanda halk ülkede uygulanan zorunlu politikalara tepkisini yeni siyasal oluşumları benimseyerek göstermiştir.
In this study, it has been examined the fiscal policies put into effect in Turkey in World War II years. Also the birth, development, objectives and applications of fiscal policy are discussed. The reasons and methods of the strict fiscal policies which implemented during the Second World War evaluated in accordance with the conditions of the period. While examining the fiscal policies of the war period in the thesis, it has been observed that the economic decisions taken by states have consequences political and social. The goal of the financial approach applied by Turkey in the Second World War years, struggling with the consequences of the 'war economy' and closing economic deficits. Although these policies achieved short-term success in terms of economy and politics, it has brought heavy tax burden for some segments of society. 1939-1945 years, although not entry into the war for Turkey, due to effects of the war, it became a demanding process and at the same time, the people showed their reaction to the mandatory policies implemented in the country by adopting new political formations.
