Comparison of Presidency of Religious Affairs (dib) 4-6 Years Old Program and Ministry of Education (meb) Pre-School Program in Terms of Religious Values Education

Abstract

Herhangi bir bilgiye sahip olmadan dünyaya gözlerini açan insan, yaşamını kolaylaştırmak için gereken bilgileri öğrenebilecek kabiliyette yaratılmıştır. İnsana verilen potansiyel ve kabiliyetlerin keşfedildiği ve altın çağ olarak nitelendirilen 4-6 yaş dönemi, çocuklar açısından oldukça kritik bir evredir. Bu evredeki çocuklara yönelik eğitimin niteliği, muhtevası ve uygulanma şekli ise okul öncesi müfredatlarla belirlenmiştir. Türkiye'de okul öncesi eğitimi Diyanet İşleri Başkanlığı (DİB), Milli Eğitim Bakanlığı (MEB) ve Aile Sosyal Hizmetler Bakanlığı bünyesinde verilmektedir. Bu çalışmanın amacı, dini değerler eğitimi çerçevesinde DİB 4-6 Yaş Kur'an Kursları Öğretim Programı (2022) ile MEB Okul Öncesi Eğitimi Programlarının (2013) amaç, içerik, yöntem ve ölçme-değerlendirme açısından karşılaştırmak, programlardaki benzerlik, farklılık ve eksiklikleri tespit etmektir. Bu çalışmada nitel araştırma yöntemlerinden biri olan doküman analizi kullanılmıştır. DİB 4-6 yaş müfredatı ile MEB okul öncesi müfredatları karşılaştırılırken araştırmanın deseni belirlenmiş, çalışma ile ilgili veriler toplanmış ve toplanan bu veriler analiz edilmiştir. Çalışma sonucunda dini değerler eğitimi bakımından DİB 4-6 yaş müfredatı ile MEB okul öncesi programlarının birbirinden farklılık arz ettiği tespit edilmiş, DİB müfredatında dini değerler eğitimine daha fazla yer verilirken MEB okul öncesi programında bunun sınırlı düzeyde kaldığı görülmüş, her iki programın revize edilmesi gerektiğine vurgu yapılmış ve bazı tekliflerde bulunulmuştur.

The human being, who opened his eyes to the world without having any knowledge, was created with the ability to learn the information necessary to make his life easier. The period of 4-6 years, which is characterized as the golden age, in which the potential and abilities given to human beings are discovered, is a very critical period for children. The quality, content and method of implementation of education for children at this stage are determined by pre-school curricula. Pre-school education in Turkey is provided by the Presidency of Religious Affairs (DIB), the Ministry of National Education (MEB) and the Ministry of Family and Social Services. The aim of this study is to compare the DIB 4-6 Age Qur'an Courses Curriculum (2022) and the MEB Preschool Education Programs (2013) in terms of purpose, content, method and measurement-evaluation within the framework of religious values education. In this study, document analysis, one of the qualitative research methods, was used. While comparing the DIB 4-6 age curriculum and the MEB preschool curriculum, the design of the research was determined, the data related to the study were collected and these collected data were analyzed. As a result of the study, it was determined that the DIB 4-6 age curriculum and the MEB preschool programs differ from each other in terms of religious values education. In the study, it was emphasized that both programs should be revised and some proposals were made.
