The Effects of Neoliberalism on Turkish Public Administration

Abstract

1980'li yıllar ile birlikte kendini tam anlamı ile gösteren ideolojik bir siyasal düşünce olan neoliberalizm dünya çapında önemli bir etkiye sahip olmuştur. Neoliberalizmin devlet ile hem iç içe hem de ayrı olduğu yıllar içinde göz önünde olmuştur. Tarihsel perspektiften bakıldığında ise siyasal ideolojiler toplumları etkilediği kadar devleti ve aracılığı ile kurumlarını da etkilemiştir. Neoliberalizmi ise bu kervana dahil etmek yanlış bir tutum olmayacaktır. Fakat bundan önce neoliberalizmin tetikleyicisine bakmakta fayda olacaktır. Yani bundan önceki siyasal ideoloji olan liberalizmi tetikleyici olarak görmek mümkündür. Bu dönemde refah devleti ise liberalizm ile beraber önemli bir yer tutmaktadır. Liberalizm özgürlüğü, bireyciliği her şeyin üstünde tutan bir geleneğe sahip olmuştur. Devleti ise bu alana dahil etmek istememiştir. Bunu hem toplumsal hayatta hem de piyasada net bir şekilde görebiliriz. İlerleyen dönemlerde sosyal liberalizm olarak adlandırılan ve aslında liberalizm işle belli noktalarda ayrılan bir ideolojik düşünce ortaya çıkmıştır. Bu görüşle beraber belli bir dönem devletin müdahaleleri tekrar yoğun bir şekilde görülmeye başlanmış böylelikle bu durum sakıncalı görülmüş ve devlet elinin piyasadan çekilmesi yönünde karar verilmiştir. 1980 ile birlikte keynesyen ekonomi politikalarının tıkanıklığa sebep olduğunun görülmesi ile birlikte neoliberalizme yönelmişlerdir çünkü 'sosyal liberalizm' olarak adlandırılan bu düşünce ile birlikte devletin uygulama alanının genişlediği görülmüştür. Bu nedenle piyasanın rahat bırakılması öngörülmüştür. Bu süreçte etkin bir şekilde kurumlar etkilenmiştir. Bu noktada tez çalışmasında neoliberalizmin kamu yönetimine etkilerinin ne yönde olduğu üzerine bir araştırma yapılacaktır. 1980'ler ile beraber Türk Kamu Yönetimi kurumlarında ilerleme kaydetmiştir. Devletin piyasa temelli olarak ilerlemesi artık özel teşebbüsün ön planda olması görüşü kamu kurumlarını da etkin bir şekilde yörüngesine almıştır. Yeni kamu işletmeciliği adı altında hantallık, verimsizlik, etkinsizlik geride bırakılarak pasif olan insan yerine aktif insan olgusu ön plana çıkarılmaya çalışılmıştır. Müşteri odaklı sonuçlara önem vermek işletmelerin temel dayanağı haline gelmiştir. Çalışma neoliberalizmin ve küresel boyutun beraberinde yerelleşme, serbestleşme ve deregülasyonun yaşandığı dönemleri de kapsamaktadır. Kamu yönetimini etkilediği gibi yeni düşünce akımlarını ön plana çıkarmıştır. Bu düşünce akımı 'Yeni Sağ' olarak karşımıza çıkmaktadır. Yeni sağ uygulamaları ise yeni kamu işletmeciliği yapısal olarak etkilemiştir. Çalışmanın son bölümünde de yeni kamu yönetimi anlayışı ile mevzuat ve projelere yer verilmiştir.

Neoliberalism, an ideological political thought that fully manifested itself in the 1980s, has had a significant impact worldwide. It has become apparent over the years that neoliberalism is both intertwined with and separate from the state. From a historical perspective, political ideologies have affected the state and, through it, its institutions as much as they have affected societies. It would not be a wrong attitude to include neoliberalism in this caravan. But before that, it would be useful to look at the trigger of neoliberalism. In other words, it is possible to see liberalism, the previous political ideology, as a trigger. In this period, the welfare state has an important place along with liberalism. Liberalism has a tradition that prioritizes freedom and individualism above all else. He did not want to include the state in this area. We can see this clearly both in social life and in the market. In the following periods, a view called social liberalism, which is actually opposite to liberalism, began to become effective. With this view, state interventions began to be seen intensively again, thus this situation was deemed undesirable and it was decided to withdraw state involvement from the market. In the 1980s, when it was seen that Keynesian economic policies caused congestion, they turned to neoliberalism. Because with this idea called 'social liberalism', it was seen that the field of application of the state expanded. For this reason, it was envisaged to leave the market alone. In this process, institutions were effectively affected. At this point, in the thesis study, a research will be conducted on the effects of neoliberalism on public administration. Since the 1980s, Turkish public administration institutions have made progress. The view that the state is advancing on a market-based basis and private enterprise is now at the forefront has effectively brought public institutions into its orbit. Under the name of new public management, it is aimed to leave behind cumbersomeness, inefficiency and ineffectiveness and to bring to the fore the active human phenomenon instead of the passive human being. Focusing on customers and paying attention to results has become the mainstay of businesses. The study also covers periods of localization, liberalization and deregulation along with neoliberalism and the global dimension. It not only affected public administration but also brought new thought movements to the fore. This movement of thought appears as the 'New Right'. New right practices have structurally affected new public management. In the last part of the study, legislation and projects with the new public management approach are included.
