Turkey-Iran Relations (1960-1990)

Abstract

İran, coğrafyası ve tarihi geçmişi ile Dünya'nın ve Orta Doğu'nun önemli ülkelerinden birisidir. Sahip olduğu stratejik konum, yaklaşık 5 bin yıllık medeniyet birikimi, devlet tecrübesi, demografik ve teokratik yapısının çok çeşitli olması İran'ın dikkat çeken özelliklerindendir. Türkiye açısından ise maddi-manevi birçok konuda paydaş olması münasebetiyle göz ardı edilmemesi gerektiği gibi gözden de kaçırılmaması gereken mühim bir komşudur. Türk tarihinde, İran ve İrani devletler önemli yer tutmaktadır. Meşhur İranlı bilgin Firdevs'i, Şahname adlı eserinde Türk-İran ilişkilerini, İskitlere kadar götürmektedir. İran, hakeza İslâm âlemi açısından da mühim bir tarihe sahiptir. Günümüz mevcut İran coğrafyası, İslâm tarihin önemli aşamalarının canlı şahidi olmuştur. İran, Hz. Ömer ile başlayan İslâm Tarihi, sırası ile Emevîler, Abbasîler, Selçuklular ile Sünni bir anlayışla 1500'lü yıllara kadar gelmiş; fakat Safevi Devleti'nin kurulmasıyla da Şiiliğin en önemli merkezi olmuştur. Bahsi geçen dönemle birlikte Osmanlı-Safevi çekişmesi de başlamıştır.(Belki buna Sünnilik-Şiilik çekişmesi de denilebilir) Önceki dönemlere kısaca değinmekle birlikte tezimizin esasını 1979 yılında gerçekleşen İran İslâm devrimi ve bunun Türk-İran ilişkilerine etkisi oluşturmaktadır. Bilhassa devrim öncesi, devrim ve devrim sonrası (1960-1990 yılları) irdeleyeceğimiz ana zaman aralığıdır. Şah yönetiminin son zamanları ile Humeyni liderliğindeki İslâm yönetiminin ilk dönemleri kapsayan bu dönemde, Türkiye-İran İlişkilerinde yaşanan mühim gelişmeler ve değişimleri inceleyeceğiz. Iran is one of the most important countries of the world and the Middle East with its geography and historical background. Within strategic location, approximately 5,000 years of civilization and state experience, and the diversity of its demographic and theocratic structure are among the remarkable features of Iran. For Turkey, it is an important neighbor that should not be overlooked as it is a stakeholder in many material and moral issues. Iran and Iranian states have an important place in Turkish history. The famous Iranian writer Firdevs refers the Turkish-Iranian relations to the times of Scythians in his work called as Shahname. Likewise, Iran has a historical importance in the way of Islamic World. Today's Iranian geography has been the living place of important phases of Islamic history. In Iran, the history of Islam was started by Khalifa Omar and continued by the Umayyads, Abbasids, Seljuks and a Sunni view until the 1500s, and became the most important center of Shiism by the establishment of the Safavid State. With the aforementioned period, the Ottoman-Safavid conflicts also have been started. While briefly mentioning the previous periods, the basis of our thesis is the Iranian Islamic Revolution in 1979 and its effects on Turkish-Iranian relations. Revolution, post-revolution (1960-1990), and especially pre-revolution is the main time period that we will examine it. We will investigate crucial developments and changes in Turkey-Iran relations in this period, which includes the last period of the Shah's rule and the first periods of the Islamic rule under the leadership of Khomeini.
