Migration in Turkey From the Republic To the Present a Comment on Its Mobility and Policies Evaluation

Abstract

Göç, isteğe ya da zorunlu sebeplere bağlı olarak insanların daha iyi bir yaşam standardı elde etmek amacıyla bulunduğu bölgeden başka bir bölgeye hareket etmesi olarak tanımlanmaktadır. İnsanlık tarihi ile hemen hemen aynı yaşta olan göç hareketi özellikle devlet olgusunun ortaya çıkması ve mülkiyetle beraber ortaya çıkan savaşlar, savaşların neden olduğu ekonomik sıkıntılar neticesinde yaygın hale gelmiştir. Bir yer hareketliliği sonucu gelişen göç, beraberinde çeşitli durumların da gelişmesine sebep olmaktadır. Bu durumların en önemlisi ise göçmenin göç ettiği toplumda yaşamını sürdürebilmesi için toplumun kültürel yapısı ve bu kültürel yapıya uyum sağlama sürecidir. Farklı kültürel dokuya sahip bu insanların hep beraber bir arada yaşaması, bu farklılıklardan doğan zorluklarla mücadele etmeyi gerektirmektedir. Çünkü göçler ile bir takım ekonomik ve siyasal değişim süreçleri ortaya çıkmaktadır. Bu bağlamda bu çalışma, göç olgusuna ve tarihsel gelişim sürecine odaklanmaktadır. Tarihsel gelişim sürecinde miat Cumhuriyet dönemi olarak kabul edilmiş ve kapsamlı bir doküman analizi sonrasında Cumhuriyet döneminden bugüne Türkiye'deki göç hareketliliği ve gerçekleştirilen politikalar incelenmiştir.

Migration is defined as the movement of people from their current region to another region in order to obtain a better standard of living, either voluntarily or for compulsory reasons. The migration movement, which is almost the same age as human history, has become widespread especially as a result of the emergence of the state phenomenon and the wars that emerged with property and the economic difficulties caused by wars.Migration, which develops as a result of mobility, causes various situations to develop. The most important of these situations is the cultural structure of the society and the process of adaptation to this cultural structure in order for the immigrant to survive in the society to which he migrates. The coexistence of these people with different cultural backgrounds requires struggling with the difficulties arising from these differences. Because with migrations, some economic and political change processes occur. In this context, this study focuses on the phenomenon of migration and its historical development process. In the historical development process, the era was accepted as the Republic period and after a comprehensive document analysis, the migration mobility and policies in Turkey from the Republic period to the present were examined.
