Kültür; tarihsel ve toplumsal gelişme süreci içinde yaratılan bütün maddi ve manevi değerler ile bunları yaratmada, sonraki nesillere iletmede kullanılan, insanın doğal ve toplumsal çevresine egemenliğinin ölçüsünü gösteren araçların bütünü, bir topluma veya halk topluluğuna özgü düşünce ve sanat eserlerinin tamamıdırKültür bir millete bir bölgeye ait olamaz. Kültür bir etkileşim ürünüdür. Civar coğrafyasından bağımsız saf bir kültür düşünülemez. Bu süreç kültürlerin ve kültür varlıklarının bir miras hüviyeti içerisinde geçmişten alınıp geleceğe aktarılma silsilesiyle devam eder durur. Aslında olması gereken budur. Bu süreç tarihi bir sorumluluktur. Aslında insanlığın geçmişten çok, geleceği daha fazla merak ettikleri de çok doğru bir tespit olacaktır ama geçmişe bakıp geleceği düşünmek çoğu insanın yaptığı bir şeydir. Bu durum geçmişe ilgiyi artırmıştır. Geçmişe yönelik ilginin artması Tarihi Eser Kaçakçılığı kavramına da beraberinde getirmiştir.Tarihi Eser Kaçakçılığı kültür mirasının talan edilmesidir. Bu talanın önüne geçmek ülkemizde bir ya da birkaç kurumun değil, tüm kurumların, halkımızın katılımı ve mücadelesi ile mümkün olacaktır. Bu suçla en etkin mücadele yöntemi şüphesiz örgütlü mücadeledir. Bu suçla mücadele tolumda kültür bilincinin oluşturulmasıyla başlamalıdır.
